Reply to the petition of Mr. Ho Dinh Thuan, Dong Van commune (Tan Ky)
(Baonghean) - Considering the advisory report of the Provincial Inspectorate in Official Dispatch No. 680/TTR-P2 dated October 21, 2014 and Official Dispatch No. 545/TTR-P2 dated August 27, 2014 on the results of checking and reviewing citizens' petitions, on October 30, 2014, the Provincial People's Committee issued Official Dispatch No. 8149/UBND.KT on responding to citizens' petitions as follows:
- Regarding the content of Mr. Ho Dinh Thuan accusing Mr. Phan Ba Hoa - former Chairman of the People's Committee of Dong Van commune, Tan Ky district of slandering Mr. Thuan about digging and destroying the dam in 2004.
This is the content of the complaint, the authority to consider and handle it belongs to Tan Ky District Police. Therefore, the Provincial People's Committee instructed Mr. Ho Dinh Thuan to send the petition to the district police agency for consideration and handling.
- Regarding the content of Mr. Ho Dinh Thuan accusing the People's Committee of Dong Van commune, Tan Ky district of illegally collecting agricultural tax from 2001 - 2007, Mr. Thuan now requests to return the illegally collected agricultural tax to the people and his family.
On October 8, 2014, the Provincial People's Committee issued Document No. 7443/UBND.KT assigning the Chairman of Tan Ky District People's Committee to issue a decision to handle the content of the citizen's accusation that Dong Van Commune People's Committee collected agricultural tax from 2001 - 2007.
- Regarding the content of Mr. Ho Dinh Thuan accusing Mr. Pham Viet Viet - Tan Dong hamlet, Dong Van commune, Tan Ky district of hiring people to build and block drainage ditches causing flooding in Dong Dong field, Dong Van commune. On October 8, 2014, the Provincial People's Committee issued Document No. 7443/UBND.KT assigning the Chairman of Tan Ky district People's Committee to direct the Chairman of Dong Van commune People's Committee to handle it in accordance with the provisions of the Law on Denunciation.
The Provincial People's Committee instructed Mr. Ho Dinh Thuan to send a petition to the Chairman of Dong Van Commune People's Committee for consideration and processing.
- Regarding the content of Mr. Ho Dinh Thuan's report that Mr. Tran Van Ninh - irrigation officer of Dong Van commune and Mr. Hoan Nghia Quy - Head of Tan Dong hamlet destroyed his family's drainage. Now Mr. Thuan requests the State to restore the old drainage for his family.
The fact that Mr. Ho Dinh Thuan did not agree with the compensation plan for the sewer pipe proposed by the Tan Dong Hamlet Executive Committee and requested the restoration of the drainage pipe through the dam body is unfounded, because: placing the sewer pipe through the dam body would destroy the structure of the dam body and the dam's functions, affecting the water storage in the dry season to serve irrigation for the downstream fields.
- Regarding the content of Mr. Ho Dinh Thuan's complaint that the People's Committee of Tan Ky district invested in building a spillway at Bau Sen dam in 2004, about 10 cm higher than the old spillway (built in 1996), causing flooding in the fields above (including his family's two-crop rice field); in 2011, they continued to invest in a new spillway 7-10m away from the old spillway (built in 2004). Now, Mr. Ho Dinh Thuan requests compensation for the flooded area from 2004 to present.
On October 8, 2014, the Provincial People's Committee issued Document No. 7443/UBND. KT assigned the Provincial Inspectorate to preside over and establish an interdisciplinary working group to verify and advise the Chairman of the Provincial People's Committee to resolve the second complaint. The Provincial People's Committee requested Mr. Thuan to cooperate with the Provincial Interdisciplinary Working Group and wait for the complaint results.
The Provincial People's Committee replied to let Mr. Ho Dinh Thuan know.
