Concerns about cultural post office activities in Dien Chau
Considered one of the fairly stable operating points of the commune cultural post office in Dien Chau district, but for many years now, the Dien Phuc commune cultural post office has not achieved the industry's delivery target, with revenue of less than 500 thousand VND per month.
. The main business of the staff at the cultural post offices is currently receiving customers to read books and newspapers, while the sale of stamps and telephone services are almost non-existent. Therefore, many staff have been proactive in doing business with other services such as selling insurance and stationery, but the situation is not very feasible.
Ms. Pham Thi Dung - Employee of Dien Phuc commune's cultural post office said: "The transactions here are usually old men and women coming to read books, and only 1 to 2 people make phone calls each day, so the revenue almost has to be compensated."

Most of the communal cultural post offices in Dien Chau are located in the center of the locality, operating during office hours, but many communal cultural post offices are still often closed.
Besides the physical facilities, the equipment at the commune cultural post offices has not met the needs of the people. The source of books provided at the commune cultural post offices is not rich, especially books on agricultural techniques, medicine, law, and books serving the study of students.
If in 2007, the whole district only had about 50% of the commune cultural post offices that had to be compensated, now most of them have to be compensated 100%. The whole district currently has 34 commune cultural post offices (CPOs) serving the needs of communication, reading books, newspapers, finding out socio-economic information; delivering postal items, parcels, and official documents to the government and people in the commune. Although there are many tasks, currently most of the commune cultural post offices are not fully effective.
Ms. Ngo Thi Thuy - Director of Dien Chau Post Office shared: "According to the model of being both a cultural point of the commune and a transmitter (collecting telecommunications fees), in the near future, some communes will combine both tasks to increase income for employees. The Government's funding is not enough, so every year, the unit mobilizes civil servants to contribute at least 20 thousand VND to supplement the purchase of books and newspapers to provide for the cultural post offices of the communes".
To solve the difficulties for the communal cultural exchange points in Dien Chau, the communal cultural exchange points need to link the activities between the communal cultural exchange points and the libraries in the communes so that in addition to providing postal and telecommunications services, the communal cultural exchange points also contribute practically to the work of building grassroots culture. This is also a channel to propagate the Party and State's policies and guidelines to the people quickly, closely and effectively through free books and newspapers serving the people.
