Avoid the "term achievement" disease

The review reports of the executive committees of these party committees often focus on highlighting advantages, while the shortcomings are not fully mentioned. In many activities leading up to the Party congress such as seminars, talks, press conferences, propaganda, etc., the party committees at all levels direct the emphasis on achievements, and are reluctant to mention things that have not been done. From the above phenomena, there are opinions that, before the upcoming party congresses at all levels, it is necessary to avoid the disease of "term achievements".
First of all, it must be affirmed that summarizing the implementation of a congress resolution cannot fail to mention achievements, because that is the specific result of the resolution implementation. The level of success in implementing a congress resolution is first demonstrated by the achievements during that term. The mark of a congress term is the outstanding achievements that the Party Committee has achieved. Summarizing the term of any Party Committee must see that the achievements are fundamental, demonstrating the efforts of the entire Party Committee and the people. However, summarizing the implementation of a congress resolution only focusing on achievements, not frankly pointing out the limitations and weaknesses, is a manifestation of the disease of achievements in Party building work.
The evaluation of the implementation of the resolution of a congress term is associated with the personal responsibility of the leaders. Therefore, it is also necessary to recognize the fact that if the evaluation of the implementation of the resolution is “heavy” on shortcomings and “light” on achievements, it can cause consequences: the leadership capacity of the Party Committee may be underestimated, the sense of responsibility of each Party Committee member may be criticized, the prestige of the leader may decrease, and the arrangement of personnel for the next term may encounter difficulties. Each congress term marks a new step of development of the Party Committee in Party building work, with advantages that need to be promoted, shortcomings that need to be overcome, and practical issues that need to be summarized. If each congress term is considered only an opportunity to commend achievements, without clarifying the causes of shortcomings and weaknesses, it will not be possible to promote the weapon of self-criticism and criticism to summarize the Party building work in the spirit of Resolution 4 of the Central Committee (11th tenure). Experience shows that any Party Committee that does not promote the spirit of self-criticism and criticism well during the preparation process of the congress will have a low quality congress, the congress resolution will not have breakthrough contents, the congress personnel will not have innovations, and the local and unit movements will easily fall behind.
To avoid the disease of “term achievements”, the most important thing is the guiding ideology of Party committees at all levels in the process of preparing for the congress. Any Party committee that sees the congress as just an opportunity to praise achievements, without promoting the weapon of self-criticism and criticism to summarize the work of Party building, will inevitably have the disease of achievements. On the contrary, any Party committee that does not give good direction, allowing the situation of taking advantage of self-criticism and criticism to “put down” each other, will become internally complicated and the congress will be difficult to succeed. It is necessary to be correct in praising achievements, objective and fair in criticizing shortcomings; properly implement the roadmap to summarize practices to build goals, directions and tasks for the next term, then the direction of the congress will be successful.
