Located deep in a small alley on Tue Tinh Street in Yen Son Block, Ha Huy Tap Ward (Vinh City) is a "red" revolutionary address during the Nghe Tinh Soviet period. It is the house of Mr. Nguyen Trung Ho, one of the secret operating locations of the Central Region Party Committee and a shelter for many revolutionary soldiers, including the former General Secretary Nguyen Van Linh. Mr. Nguyen Trung Thanh, the eldest grandson of Mr. Nguyen Trung Ho, said: "When I was a child, this house was still intact and was a fairly spacious three-room, two-wing house. However, because it has been there for so long, the house has seriously deteriorated and only a small wing remains, with four sides empty, the roof leaning to one side. All the furniture in the house has also been damaged."

The long history and cultural tradition have left Nam Dan with a rich system of historical and cultural relics. Currently, the district has 167 relics and scenic spots, of which 162 are historical and cultural relics and 37 have been ranked at the national and provincial levels. Mai Hac De Temple in Van Dien Commune is a majestic and sacred temple, famous for its sacredness and has been ranked since 1996. The temple was formerly the headquarters of the Mai Thuc Loan uprising. Nearly ten years ago, the temple was also renovated once, but currently most of the newly replaced wooden items in the lower temple area have been eaten by termites and damaged. Fearing for the lives of the people, the temple management board had to call on a local business to support the cost of buying steel and meter-long poles to tie up the entire house.
Mr. Nguyen Thanh Tai, a member of the relic management board, added: In the past 3 months, due to serious damage to the structure, all ceremonies at the lower temple have had to be suspended. The Bac Son relic complex (Van Dien) consists of 4 structures, of which 2 have been classified but have not been repaired or renovated for many years. Duc Nam communal house in particular has seriously degraded, especially the tiles, pillars and the wall surrounding the temple area. The most regrettable is Hoanh Son communal house, a temple built 250 years ago, an architectural work of great scale and artistic value in the Central region. Compared to many other provinces and cities in the country, Nghe An is one of the provinces with a large number of relics with 1,395 relics, of which 316 relics have been ranked, 134 relics have been ranked at the national level. However, with time and the impact of natural disasters, wars and people's awareness of preservation, many relics have seriously degraded. To preserve and restore relics, the capital source has long relied mainly on the National Target Program on Culture of the Government and the Program to Prevent Regular Degradation of the Provincial People's Committee. However, this source of capital is very limited, in 2014, the province's capital to prevent regular degradation was only 450 million VND; each relic was only supported with 20 - 30 million VND, only some temporary damage could be repaired. In 2014, through a survey, according to statistics of the Relic Management Board, there were 47 historical relics recognized as having been seriously degraded. Therefore, the Provincial People's Committee has urgently allocated more than 1.3 billion VND to support the restoration of 7 works, including: Trung Kien communal house, Luong Son communal house, Hoang Vien's house, Trung communal house, Ram temple...
Lack of capital has also caused many other projects to not be implemented even though they were approved a long time ago. These include Duc Hoang Temple in Phuc Thanh Commune (Yen Thanh), approved in 2010; Ram Temple (Hung Nguyen), approved in 2010... In addition, some relics have been approved and implemented but due to lack of capital, they are still unfinished. For example, the project to restore and embellish the national historical and cultural relic of the temple of the first prize winner Bach Lieu, has a total investment of nearly 13 billion VND but has only been granted 1.3 billion VND. Phung Chi Kien relic has a total investment of 25 billion VND but has only been granted more than 7 billion (of which nearly 4 billion VND is from socialized sources). According to Mr. Nguyen Dinh Hoan, Deputy Director of the Management Board of Cultural Construction Projects - Department of Culture, Sports and Tourism: Restoring and embellishing relics is different from constructing other projects.
If the works are dismantled and not implemented, it will affect the relics and the structures in the relics. Another difficulty in the work of preserving and restoring relics is the procedures. According to Decree 18 of the Government on the restoration and renovation of historical - cultural relics and scenic spots, a unit that is qualified to restore a relic must have a certificate of recognition from the Department of Cultural Heritage. However, in reality, in our province, there is currently no construction unit that is qualified to do so. Therefore, in the implementation process, many relics, although they have mobilized social resources, are still stuck due to difficulties in preparing documents and applying for approval. Recently, due to these procedures, at least two projects, Hoanh Son communal house (Nam Dan) and Luong Son communal house (Do Luong), although they have been allocated capital by the Central Government, cannot be implemented because they cannot complete the procedures according to the regulations of the Department of Heritage. The work of restoring historical revolutionary relics is also facing many difficulties because these are relics that are difficult to mobilize socialized capital, while local resources are almost non-existent.
Reality shows that the restoration of relics is currently facing many difficulties. The most effective solution in times of capital difficulties is to mobilize social resources and in fact, each year, localities have mobilized tens of billions of VND to restore relics, especially family churches and some works associated with historical events and famous people of the region. To partly solve this difficulty, the province has also issued regulations on receiving, managing and using donations at historical and cultural relics. Thanks to that, at some relics (especially communal houses and pagodas), 65% of the annual donation source has been allocated for repair and restoration. In addition, for the restoration to be effective, it is necessary to strengthen inspection of the preservation, restoration and rehabilitation activities of relics as well as promote the responsibility of community supervision to promptly detect and correct errors that may occur during the implementation of projects. Do not spread investment, focus on severely degraded relics. Strengthen propaganda work to raise people's awareness in preserving and promoting the values of relics...
