Speaking at the ceremony, Vice Chairman of the National Traffic Safety Committee Khuat Viet Hung said that every year, more than 1,900 children die in traffic accidents nationwide, accounting for 224-26% of the total number of children who die from accidents and injuries; the rate of children under 14 years old accounts for 13.4% of cases of traumatic brain injury due to traffic accidents, of which nearly 50% of the cases of traumatic brain injury are due to not wearing helmets. Emphasizing the importance and necessity of wearing helmets for children when participating in traffic, the National Traffic Safety Committee has launched a program to support helmets "full of the meaning of compatriots, warm with the love of parents" with the goal of limiting the unfortunate consequences of traffic accidents for children.

To participate in the third quarter exam, students must pass 11 rounds of entrance exams from 23 to 33 with scores from250 points or more. Similar to the first and second quarter exams, in the third quarter exam, students will take the test in 30 minutes with an unlimited number of questions. For each correct answer, the candidate will receive 10 points, and for incorrect answers, no points will be deducted. According to the rules, the 10 official candidates and 5 independent candidates with the highest scores and fastest test completion time will receive quarterly prizes.
