Vietnamese Foreign Ministry Spokesperson Le Hai Binh, in a statement issued today, affirmed: "Vietnam has full legal grounds and historical evidence to affirm its sovereignty over the Hoang Sa and Truong Sa archipelagos. China's actions have seriously violated Vietnam's sovereignty over the Truong Sa archipelago, violating international law."

Mr. Le Hai Binh also stated that Vietnam resolutely opposes the above illegal actions of China, requests that China respect Vietnam's sovereignty, seriously implement the DOC, immediately stop the renovation, construction, and disruption of the status quo in the Truong Sa archipelago, and not let similar wrongful actions repeat.

Previously, on October 23, Deputy Spokesperson of the Vietnamese Ministry of Foreign Affairs Pham Thu Hang also affirmed that all activities of the parties in the two archipelagos of Truong Sa and Hoang Sa without the permission of Vietnam are illegal and worthless.

The South China Morning Post in late October quoted Chinese experts as saying that reclamation activities at Fiery Cross Reef had turned the reef into the largest artificial island in the Spratly Islands, with an area of about 1 square kilometer. These reclamation activities are ongoing.
