'Trend' of early retirement, why?
Retiring early to prepare for another job may be more stressful, more intense, but they still accept it happily. That is the reality to consider.
In contrast to the trend of “holding the seat” and clinging to power of some people in the state apparatus, there are many people who are still healthy and have good professional qualifications… who want to retire early or retire at the right age and do not want to extend their retirement age. After completing all procedures and enjoying social insurance benefits, they continue to apply to work in other organizations and agencies, even though the labor intensity and pressure are much greater.

In reality, many people are now applying for early retirement to “run” the policy, “avoid” the regulation that from January 1, 2018, the social insurance payment period will be increased by 5 years to receive the maximum pension. However, many people with education level and good salary opportunities in state agencies still seek to retire before or at the right age, not wanting to extend their retirement age.
Why is that? If asked, the common answer is “bored with the State”, “don’t like to compete”… For them, the current working environment in State agencies really does not promote the strengths of each individual, is still conservative, stagnant, afraid of responsibility, looking ahead and behind when assigned tasks. If we continue like that for enough years and months to get a pension book, it will be a waste.
Low salaries combined with a working environment that is considered not good, with a lot of jostling and personal jealousy, have made many talented and capable people not want to stay in state agencies. Meanwhile, many stagnant people, "going to work with an umbrella in the morning and returning with an umbrella at night" who are subject to staff reduction, are trying to "stick" to state agencies, even using tricks to push out progressive people who are willing to sacrifice themselves for work to make room for themselves.
In fact, there have been many units where, after a period of fighting, upright and talented people were "ousted", while those who remained in power were incompetent, weak in expertise, and had moral degradation, causing the organization to increasingly weaken.
And the way of appointing officials based on “relationships and money” has caused those who have real qualifications and public ethics to not be considered or promoted. This is one of the reasons why many people, after many years of being trained by the state and sent to study abroad, but when they return home, are discouraged and leave to work for private companies or foreign organizations.
For many people, early retirement is not because they are lazy or avoid a certain policy to benefit themselves. They just want to find a truly competitive, transparent, and fair working environment.
If we do not promptly change the way we recruit and appoint, drastically streamline our staff, and create a truly transparent working environment, then the precious source of "ripe" brainpower will flow out of the public sector more and more./
