Over 15,600 billion VND to build Ca Pass tunnel
On the afternoon of November 12, in Hanoi, the Ministry of Transport and representatives of the leaders of Phu Yen and Khanh Hoa provinces announced the investment project to build the Deo Ca tunnel - National Highway 1 in Phu Yen and Khanh Hoa provinces with a total investment of more than 15,600 billion VND.
Accordingly, on January 6, 2012, the Ministry of Transport issued Decision No. 47/QD-BGTVT approving the investment project to build the Ca Pass tunnel - National Highway 1 in Phu Yen and Khanh Hoa provinces under the BOT and BT forms.
After the Project was granted an Investment Certificate by the Ministry of Planning and Investment, on November 8, 2012, the Ministry of Transport and Deo Ca Investment Joint Stock Company signed BOT and BT Contract No. 26/HDDA-DEOCA for the project to invest in the construction of a road tunnel through Deo Ca - National Highway 1, Phu Yen province and Khanh Hoa province.
The project has a total investment of 15,603 billion VND, of which the cost of building the Ca Pass tunnel (invested in the form of BOT) is 10,555 billion VND; the cost of building the Co Ma tunnel, access roads and bridges on the route (BT) is 4,509 billion VND; the cost of site clearance and resettlement is 539 billion VND.
This project is built through two provinces, Phu Yen and Khanh Hoa, with the starting point at Km 1353+500, National Highway 1, Hao Son village, Hoa Xuan commune, Dong Hoa district, Phu Yen province and the ending point at Km 1374+525 in Co Ma village, Van Tho commune, Van Ninh district, Khanh Hoa province.
The total length of the route is 13.4km, of which the length of Ca Pass tunnel is 3,900m; Co Ma tunnel is 500m; Approach roads and bridges on the route are 9km.
The tunnel through Ca Pass - National Highway 1 is designed according to the Highway Standard TCVN 5729-1997, with a design speed of 80 km/h. The entire highway has 2 intersections at the beginning and end of the route. The intersections are arranged at the same level, traffic is organized in the form of traffic islands and lane markings. There are enough branches in all directions, the end of the route is arranged in the form of a roundabout.
The project is implemented by a joint venture of investors including Hanoi Construction Corporation; Mai Linh Group Joint Stock Company in the Central Highlands and South Central Coast; Hai Thach BOT Investment Joint Stock Company; Asia Joint Stock Company.
The project is expected to start on November 18, 2012 in Phu Yen province and be completed in 2016.
Currently, on the main traffic route of National Highway 1A, the section passing through Ca Pass has rugged mountainous terrain, many sharp turns with small radius and large longitudinal slope, posing a high risk of traffic insecurity for vehicles traveling on the route, especially heavy trucks and oversized vehicles.
This area also frequently experiences traffic jams due to landslides on the pass. The investment in building a road tunnel through Ca Pass aims to reduce traffic accidents, improve the efficiency of National Highway 1A, and at the same time contribute significantly to the development of major economic, industrial and tourist centers in the Central region, connecting Phu Yen with Van Phong economic zone and Nha Trang city, which is of great significance in terms of socio-economics, politics and ensuring national security and defense in the Central region and the Central Highlands./.
