Implementing 5 major issues after review according to Resolution 4 of the Central Committee

(Baonghean) -Fully aware of the position and importance of the Central Resolution 4 (11th tenure) "Some urgent issues on Party building at present", the Anh Son District Party Committee seriously and methodically implemented it with high political determination and scientific approach, initially achieving remarkable results...

With a serious attitude in directing the review, focusing on closely following the 3 urgent contents stated in Resolution 4 of the Central Committee, the reports were carefully prepared by the Standing Committee of the District Party Committee and the Working Group from the summary and detailed outline to the draft and were assessed by the Provincial Working Group to ensure quality, compliance with regulations, and meeting requirements. The review conference of the Standing Committee of the District Party Committee took place seriously, the discussion atmosphere was lively, frank, sincere, democratic, objective, and highly constructive, closely following the 3 groups of review issues in the spirit of Resolution 4 of the Central Committee.

The issues discussed and dissected in detail include: the responsibility of the head, the existence of problems in training, fostering, recruiting, appointing, and rotating cadres; land and mineral management; solving the problem of surplus teachers; site clearance; progress and quality of some basic construction projects... The Standing Committee of Anh Son District Party Committee concluded each issue, assigning specific responsibilities to each member of the Standing Committee in charge of each field and area to develop a handling plan. The 5 major issues that need to be done immediately after the review that Anh Son District identified are: Focusing on doing a good job of propaganda, orienting public opinion, solving issues of public concern; Rectifying the organization of the cadre apparatus, rearranging inappropriately appointed positions, solving the problem of surplus teachers in the area with results...; Improve the quality of Party building work, promote the spirit and awareness of self-criticism and criticism in Party cell and Party committee activities, organize flag salutes and weekly meetings at agencies, units, communes, towns and schools... Implement the dialogue plan of Party committees and leaders with the team of Party cell secretaries, cadres, Party members and people in conjunction with answering questions of public concern; Supplement the planning of construction sites for the headquarters of the Fatherland Front and district organizations, handle land lots granted to the wrong subjects and resolve the situation of land encroachment... The individual review session of the Standing Committee members of the District Party Committee was held 10 days later, once again deeply and comprehensively recognizing, clearly stating the limitations and shortcomings of each individual and proposing solutions to overcome them; receiving and specifically explaining the collective and individual comments to each comrade. After the review, the Standing Committee understood each other better, tightened solidarity and collaboration.

With a careful, serious, thoughtful and scientific approach, the review process of the Anh Son District Party Committee was evaluated by the Provincial Party Committee as achieving good results, among the top in the province. After the review conference at the district level, Anh Son organized training for 9 working groups of the district to monitor the self-criticism and criticism review at grassroots party organizations.

With high political determination, strict, drastic and synchronous direction measures, the implementation of Resolution 4 of the Central Committee in Anh Son has initially achieved remarkable results. Cadres and party members bravely self-criticized and accepted criticism, thereby committing to overcome violations and limitations. The issues that need to be done immediately after the district-level review conference are being gradually concretized by the District Party Committee. At the meeting on November 15, the District Party Committee discussed and concluded to assign the District People's Committee to direct relevant departments and functional offices to prepare documents and procedures to submit to competent authorities to supplement the planning to build the headquarters of the Vietnam Fatherland Front Committee and mass organizations in accordance with regulations. The District Party Committee also discussed and concluded in Notice No. 223-TB/HU to assign the District People's Committee to coordinate with functional departments and branches to resolve cases of land allocation to the wrong subjects and procedures that have been detected by inspection and examination in the district in the past; Review in detail and propose solutions to handle ineffective land use units in some units such as: Youth Volunteer Team I, October Tea... From the beginning of December 2012, Anh Son district has deployed flag salutes at all agencies and units in conjunction with evaluating the results of each week's activities and deploying tasks for the next week. The flag salute ceremony at the beginning of the week was welcomed by cadres, civil servants, and workers with an excited, self-conscious, and proud spirit. The spirit, working discipline, and attitude of serving the people of cadres have initially been significantly improved. At the grassroots level, many localities and units have launched emulation movements to successfully carry out typical political tasks such as: Cam Son, Tuong Son, Tao Son communes... have had many flexible and creative ways of working, mobilizing large resources from the people to carry out new rural construction, hundreds of kilometers of rural roads have been and are being built.

It can be said that the implementation of the Central Resolution 4 in Anh Son district has created positive changes, initially creating trust for cadres, party members and people. The achieved results are a good signal, an important premise for the Party Committee and people of Anh Son to continue to successfully implement the resolution in the district in the coming time.
