Implement stimulus measures to promote production and business

(Baonghean.vn)-On the morning of June 27, in Hanoi, under the chairmanship of Prime Minister Nguyen Tan Dung, the Government held a regular Government meeting for June 2013 via online television with provinces and cities across the country.

Attending the meeting on the provincial side were comrades: Ho Duc Phoc - Secretary of the Provincial Party Committee; Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee and representatives of provincial departments, branches and sectors.

During the meeting, the Government discussed and assessed the socio-economic situation in June and the first 6 months of 2013, the implementation of Resolution No. 01/NQ-CP and No. 02/NQ-CP and a number of other important programs and projects.


In the first 6 months of the year, all levels and sectors nationwide have actively implemented solutions in Resolutions No. 01/NQ-CP, No. 02/NQ-CP dated January 7, 2013 and Resolutions of regular meetings of the Government. The macro economy has initially achieved positive results, in the right direction. Growth in most sectors and fields in the economy has improved, contributing to raising the GDP growth rate in the second quarter to 5%, higher than the increase in the first quarter and bringing the GDP growth rate in the first 6 months of the year to 4.9%. Industrial production, especially the processing and manufacturing industry, maintained its recovery momentum and had significant changes, although there were still many difficulties.

The service sector continued to develop at a higher growth rate than the same period last year. Production and business activities of enterprises initially showed positive signs. Inflation continued to be controlled, prices and markets were quite stable. Reduced interest rates, along with many tax exemption and reduction measures, tax deferrals, etc., contributed to removing difficulties for production and business activities. Social security continued to be ensured, political security and social order were maintained;...

However, the report pointed out that the economy still faces many difficulties and challenges: The macro economy is not yet truly stable; inflation has been controlled but there is still a risk of high inflation returning; interest rates have decreased but access to loans is still hindered due to difficulties in handling bad debts; credit balances have increased slowly. The market and purchasing power have changed but slowly. Total development investment capital is low; the progress of state budget collection has not met the plan and is lower than the same period of previous years. The traffic accident situation continues to be complicated, increasing both in the number of cases and the number of casualties compared to the same period last year. People's lives, especially the poor, the unemployed, ethnic minorities, people in mountainous, remote and isolated areas, still face many difficulties.

Speaking at the conference, localities highly agreed with the general assessment report on the socio-economic situation in the first 6 months of the year. Localities across the country have seriously implemented Resolution 01 and 02 of the Government, issued many programs, action plans and solutions for socio-economic development. Making recommendations to the Government, localities hope that the Government's upcoming management policies will go into more depth and be more drastic.The Government needs to continue to have mechanisms and policies to control inflation, handle bad debt, stimulate demand to promote production and business, reduce inventories, promote agricultural and rural production, and ensure social security to achieve the set target with higher growth rates.
