Implement drastic measures to control measles epidemic

(Baonghean.vn) - Implementing the direction of the Ministry of Health in Official Dispatch No. 2035 on implementing drastic measures to control measles epidemic, on April 25, 2014, the Provincial People's Committee issued Official Dispatch No. 2637, sent to the Department of Health, Department of Information and Communications, Department of Finance, People's Committees of districts, towns and cities to implement drastic measures to control measles epidemic.

1. Department of Health:

- Closely monitor the measles situation in the community and medical facilities, detect early, organize isolation of cases, identify areas at risk of measles infection, high-risk subjects to implement epidemic zoning and thoroughly handle outbreaks. Make daily reports on the measles epidemic situation to the Ministry of Health (Department of Preventive Medicine) for synthesis and reporting to the Prime Minister.

- Organize treatment routes at hospitals, focus resources on patient admission and treatment, do not transfer patients beyond treatment capacity to avoid infection with measles and respiratory diseases. Set up separate areas for examination and treatment of measles, with warning signs and medical examination and treatment routes, conduct screening, classify patients, disinfect patient rooms and regularly instruct caregivers to take preventive measures to limit cross-infection in hospitals.

- Urgently review drugs, equipment, supplies, and chemicals for measles prevention and control, estimate budget and submit to competent authorities for approval to promptly respond to epidemic prevention and control work.

- When the conditions for declaring an epidemic are not met according to Decision No. 64/2010/QD-TTg dated October 25, 2010 of the Prime Minister on the conditions for declaring an epidemic and declaring the end of an infectious disease epidemic, the Department of Health shall preside over and coordinate with relevant units to provide accurate information on the epidemic situation. Organize propaganda to bring children to get measles vaccination, and implement disease prevention measures according to the recommendations of the Ministry of Health.

2. People's Committees of districts, towns and cities:

Resolutely implement the measles vaccination campaign and the measles vaccination sweep according to Decision No. 601/QD-BYT dated February 20, 2014 of the Ministry of Health, ensuring that over 95% of children in the target group are vaccinated against measles and ensuring vaccination safety according to regulations, to be completed in April 2014. Mobilize the participation of departments, political and social organizations in propaganda work, encouraging families with children of vaccination age to go to vaccination facilities in the area to be vaccinated on schedule, with enough doses to prevent measles.

3. Department of Information and Communications:

Direct the media to step up communication and mobilize people to take measures to prevent measles, vaccinate children against measles and take preventive measures according to the recommendations of the Ministry of Health.

4. Department of Finance:

Based on the proposal of the health sector, promptly advise the Provincial People's Committee to arrange and provide additional funding for measles prevention and control; effectively implement policies and regimes for medical staff participating in measles prevention and control according to Decision No. 73/QD-TTg dated December 28, 2011 of the Prime Minister on the regulation of a number of special allowance regimes for civil servants, public employees, and workers in public health facilities and anti-epidemic allowance regimes, Circular No. 10/2014/TTLT - BYT - BNV - BTC - BLDTBXH dated February 26, 2014 jointly by the Ministry of Health - Ministry of Home Affairs - Ministry of Labor, War Invalids and Social Affairs guiding the implementation of a number of articles of Decision No. 73/2011/QD-TTg of the Prime Minister and other regulations.
