(Baonghean.vn) - On the afternoon of November 11, comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, chaired a meeting to assess the current situation and solutions to improve the efficiency of the drainage system and handle flooding in Vinh city and surrounding areas.

Attending the meeting were comrade Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee, representatives of a number of departments, branches, leaders of Vinh city, Hung Nguyen and Nghi Loc districts.

Comrade Nguyen Xuan Duong asked a question right at the beginning of the meeting: Why is it that every time it rains, although not very heavy, Vinh city always experiences widespread flooding, with some places being deeply flooded?

Meanwhile, in recent years, Vinh City has adjusted its urban planning towards expansion, so the level 1 canal system is still lacking in many places, the level 2 canal system is too old, with a small cross-section, and the level 3 canal system is not regularly repaired, so it is not synchronous in drainage. In addition, many project works during the construction process have also encroached on the canal system in many areas.

At the meeting, the relevant units also pointed out the shortcomings leading to flooding, which are that the connection between canals is still inadequate; many urban upgrading projects are still unfinished and prolonged; the identification of congestion points is not accurate, violations have not been completely handled; funding for maintenance is still lacking; in addition, management is still loose and not thorough; dredging and sedimentation of the drainage system is not regular...

Based on the identified causes, Chairman of the Provincial People's Committee Nguyen Xuan Duong concluded: In addition to the weather factor, it is necessary to determine the correct and accurate plan to prevent flooding for Vinh city and surrounding areas. First of all, the Vinh City People's Committee is required to accelerate the construction and completion of Vinh urban upgrading projects, flood prevention projects, inspect and assign wards and communes to dredge canals, repair pumping stations, and thoroughly handle technical infrastructure works that obstruct the flow.

Comrade Nguyen Xuan Duong requested Vinh City and related sectors to actively implement solutions to prevent flooding in the city and surrounding areas. This work is both urgent and long-term, taking into account the mobilization of social resources and the participation of the people.

The city needs to coordinate with units such as electricity, post office, etc. to check underground systems and equipment that affect drainage works and discuss timely solutions. At the same time, speed up the completion of the city's flood prevention project phase 3.

For the agricultural sector and the surrounding areas of the city, related to the city's drainage system, it is necessary to determine which locations cause flow blockages to fix, clear the works that encroach on the irrigation system, and have a plan to upgrade and connect the synchronous canal system. Upgrade the pumping station system and canals with sufficient drainage capacity. Research and propose, mobilize investment resources for projects.
