Urgently deploy measures to prevent and control livestock and poultry diseases

Currently, the disease situation in livestock and poultry is complicated. Avian influenza has occurred in 12 communes in 04 districts: Nghi Loc, Dien Chau, Hung Nguyen and Yen Thanh, the number of sick and dead poultry that had to be destroyed was 7,913; FMD epidemic in livestock occurred in 03 communes: Hung Xuan, Hung Linh and Hung Thong - Hung Nguyen district, the number of sick cattle was 16; Anthrax epidemic in cattle and buffalo occurred in mountainous districts: Tuong Duong, Que Phong, Quy Chau and Thanh Chuong, the number of sick cattle and buffalo was 137. The possibility of livestock and poultry diseases breaking out and spreading in the province is very high.

To be proactive in epidemic prevention and control, not to let the epidemic spread widely, and to minimize the damage caused by the epidemic, the Chairman of the Provincial People's Committee requests the Chairmen of the People's Committees of districts, towns and cities; Directors of departments, Heads of relevant departments and branches to well implement the following contents:

1. Chairman of District People's Committee:

- Direct the People's Committees of wards and communes, local authorities, departments, branches and organizations to strengthen inspection, supervision, early detection of epidemics and timely reporting of livestock and poultry diseases, especially avian influenza, FMD, septicemia... to quickly handle and control outbreaks when they are still small.

- Strengthen information and propaganda work, disseminate knowledge to people to understand the harmful effects, the nature of spread and prevention measures, and recommend that farmers gradually switch to biosafety farming to limit epidemics.

- Districts with Avian Influenza, FMD, and Bovine Pasteurellosis must focus all resources to quickly contain the epidemic. Establish quarantine checkpoints to inspect and control the transportation of livestock and poultry out of epidemic areas. Prohibit the slaughter, trade, and consumption of livestock and poultry in epidemic areas.

- Localities without epidemics: Strengthen surveillance, early detection of outbreaks, and handling of small-scale outbreaks. Strictly control the transportation of livestock and poultry, especially livestock and poultry originating from epidemic areas.

- Urgently implement vaccination for livestock and poultry in the 2011 Autumn crop according to plan and achieve high results.

- Organize and carry out sanitation and disinfection of livestock environments, slaughter areas, animal trading areas, and animal products. Pay special attention to mechanical sanitation, waste collection, composting, and lime spreading in livestock areas, entrances and exits to epidemic areas, etc.

2. Department of Agriculture and Rural Development:

- Take the lead in coordinating with the People's Committees of district-level units to strengthen the direction of the prevention of Avian Influenza, FMD, and Pasteurellosis in the province.

- Launching the second phase of sanitation, disinfection and sterilization month to prevent and control livestock and poultry diseases in the province.

- Direct the Veterinary Department to strengthen disease prevention and control; promptly supply vaccines to localities to implement vaccination according to plan; effectively carry out quarantine work, control the transportation, trading, slaughtering, and consumption of animals and animal products in the province. Strictly handle violations according to the provisions of the Law.

3. Department of Industry and Trade and Provincial Police: Coordinate with the Department of Agriculture and Rural Development to strengthen the management of circulation, trade, and consumption of livestock, poultry, and livestock and poultry products susceptible to Avian Influenza, FMD, and Pasteurellosis...

4- Department of Information and Communications, Provincial Radio and Television Station, Nghe An Newspaper: Closely coordinate with the Department of Agriculture and Rural Development to strengthen information and propaganda on mass media about the harmful effects and measures to prevent and control livestock and poultry diseases in the province.

5. Department of Finance: Proactively arrange funding sources for epidemic prevention and control; support livestock farmers whose livestock and poultry are destroyed due to epidemics in accordance with current regulations.

6. Members of the Steering Committee for livestock and poultry disease prevention at all levels:

Strengthen inspection, supervision and urgent implementation of epidemic prevention and control measures in localities assigned by the Provincial Steering Committee.

The Chairman of the Provincial People's Committee requested the Chairmen of the People's Committees of district-level units, directors of departments, heads of relevant departments and branches to urgently and effectively implement measures to prevent and control the epidemic. During the implementation process, if there are any problems or difficulties, they should be reported to the Department of Agriculture and Rural Development for synthesis and submission to the Provincial People's Committee for timely resolution.
