Deploying the Socio-Economic Development Project in Western Nghe An

(Baonghean) - To implement Decision No. 2355/QD/TTg dated December 4, 2013 of the Prime Minister approving the Project on socio-economic development of the Western region of Nghe An province to 2020; Based on the proposal of the Department of Planning and Investment in Official Dispatch No. 431/SKHDT-NN dated March 17, 2014, the Provincial People's Committee issued Official Dispatch No. 1752/UBND-TM on the implementation of Decision 2355/QD-TTg. The Provincial People's Committee assigned:

1. Directors of Departments, Heads of provincial-level departments, branches and units; Chairmen of People's Committees of districts and towns in Western Nghe An:

- Pursuant to Action Program No. 24-CTr/TU dated October 8, 2013 of the Provincial Party Standing Committee on the Action Program to implement Resolution No. 26-NQ/TU dated July 30, 2013 of the Politburo; Decision No. 5260/QD-UBND dated November 6, 2013 of the People's Committee of Nghe An province promulgating the plan to implement the action program to implement Resolution No. 26-NQ/TU dated July 30, 2013 of the Politburo on the direction and tasks of developing Nghe An province until 2020 and Decision No. 2355/QD-TTg dated December 4, 2013 of the Prime Minister, integrating contents related to the socio-economic development of the Western region of Nghe An province when developing programs, projects and plans identified in the action program No. 24-CTr/TU dated October 8, 2013 of the Standing Committee of the Provincial Party Committee and Decision No. 5260/QD-UBND dated November 6, 2013 of the People's Committee of the province;

- Based on the assigned functions and tasks, direct the development of implementation plans of the sector, unit, and locality and send them to the Provincial People's Committee (through the Department of Planning and Investment) before April 15, 2014 and specify them into tasks in the annual work plan. Every 6 months and every year, organize inspections, assessments, interim and final reviews; Report to the Provincial People's Committee on implementation results (through the Department of Planning and Investment) before May 15 for 6-month reports and December 15 for annual reports.

2. Provincial Ethnic Committee:

- Preside and coordinate with relevant departments and branches to review and supplement mechanisms and policies for the development of ethnic minority areas in Nghe An province and submit them to competent authorities for decision;

- Preside and coordinate with relevant departments, branches and Con Cuong District People's Committee to advise the Provincial People's Committee to complete the Steering Committee of the Project "Conservation and sustainable development of the Dan Lai ethnic minority currently living in the core area of ​​Pu Mat National Park" to continue directing the implementation of the Project's objectives.

- Preside over or participate in directing the effective implementation of programs, projects, and investment plans for mountainous and ethnic minority areas of Nghe An province.

3. The Department of Planning and Investment presides over and coordinates with relevant departments, branches and units;

- Advise the Provincial People's Committee to arrange and integrate development investment capital sources according to the annual plan to implement the identified Programs, projects and plans in order of priority;

- Advise the Provincial People's Committee to work with the Ministry of Planning and Investment, the Ministry of Finance and relevant ministries and branches to arrange additional investment capital in the annual plan according to Decision No. 2355/QD-TTg dated December 4, 2013 of the Prime Minister;

- Advise the Provincial People's Committee to establish a Steering Committee to implement Decision No. 2355/QD/TTg dated December 4, 2013 of the Prime Minister;

- Develop a report on the Socio-Economic, Security and Defense situation in the Western region of Nghe An province in conjunction with the implementation of the Project, periodically every 6 months and annually report to the Provincial People's Committee to submit to the Standing Committee of the Provincial Party Committee for synthesis and send to the Northwest Steering Committee.

- Require directors of departments, heads of provincial-level departments, branches and units; chairmen of People's Committees of districts and towns in Western Nghe An to seriously implement.
