Implementing the Socio-Economic Development Plan for Western Nghe An Province

(Baonghean) - To implement Decision No. 2355/QD/TTg dated December 4, 2013, of the Prime Minister approving the socio-economic development plan for the western region of Nghe An province until 2020; Based on the proposal of the Department of Planning and Investment in Official Letter No. 431/SKHĐT-NN dated March 17, 2014, the Provincial People's Committee issued Official Letter No. 1752/UBND-TM on the implementation of Decision 2355/QD-TTg. The Provincial People's Committee assigns:

1. Directors of Departments, Heads of boards, branches, and units at the provincial level; Chairmen of People's Committees of districts and towns in Western Nghe An:

- Based on Action Program No. 24-CTr/TU dated October 8, 2013, of the Standing Committee of the Provincial Party Committee on the Action Program to implement Resolution No. 26-NQ/TƯ dated July 30, 2013, of the Politburo; Decision No. 5260/QD-UBND dated November 6, 2013, of the People's Committee of Nghe An province promulgates the plan to implement the action program to carry out Resolution No. 26-NQ/TU dated July 30, 2013, of the Politburo on the direction and tasks for the development of Nghe An province until 2020 and Decision No. 2355/QD-TTg dated December 4, 2013, of the Prime Minister, integrating contents related to the socio-economic development of the western part of Nghe An province when developing programs, schemes, and projects identified in Action Program No. 24-CTr/TU dated October 8, 2013, of the Standing Committee of the Provincial Party Committee and Decision No. 5260/QD-UBND dated November 6, 2013, of the People's Committee of the province;

- Based on assigned functions and tasks, direct the development of implementation plans for their respective sectors, units, and localities, submitting them to the Provincial People's Committee (through the Department of Planning and Investment) before April 15, 2014, and specifying them as tasks in the annual work plan. Periodically, every six months and annually, conduct inspections, evaluations, preliminary reviews, and final summaries; report the results of implementation to the Provincial People's Committee (through the Department of Planning and Investment) before May 15 for the six-month report and December 15 for the annual report.

2. Provincial Ethnic Affairs Committee:

- Chair and coordinate with relevant departments and agencies to review and supplement mechanisms and policies for the development of ethnic minority areas in Nghe An province, and submit them to competent authorities for decision;

- Chairing and coordinating with relevant departments and agencies and the People's Committee of Con Cuong district to advise the Provincial People's Committee on consolidating the Steering Committee for the Project "Conservation and Sustainable Development of the Dan Lai ethnic minority currently living in the core area of ​​Pu Mat National Park" to continue directing the implementation and completion of the Project's objectives.

- To chair or participate in directing the effective implementation of programs, schemes, and investment projects for mountainous and ethnic minority areas in Nghe An province.

3. The Department of Planning and Investment shall take the lead and coordinate with relevant departments, agencies, and units;

- Advise the Provincial People's Committee on the allocation and integration of development investment capital sources according to the annual plan to implement the programs, schemes, and projects that have been identified in order of priority;

- Advise the Provincial People's Committee to work with the Ministry of Planning and Investment, the Ministry of Finance, and other relevant ministries and agencies to secure additional investment capital in the annual plan in accordance with Decision No. 2355/QD-TTg dated December 4, 2013, of the Prime Minister;

- Advise the Provincial People's Committee to establish a Steering Committee to implement Decision No. 2355/QD/TTg dated December 4, 2013 of the Prime Minister;

- Prepare a report on the socio-economic situation and security and defense in the western part of Nghe An province, linked to the implementation of the Project, and submit it to the Provincial People's Committee every six months and annually for presentation to the Standing Committee of the Provincial Party Committee for compilation and submission to the Northwest Steering Committee.

- Directors of departments, heads of boards, agencies, and units at the provincial level; and chairmen of the People's Committees of districts and towns in western Nghe An province are required to seriously implement this.
