Implementing the Project "Building a learning society in the period 2012 - 2020"
On January 31, the Ministry of Education and Training sent an official dispatch to the Chairmen of the People's Committees of provinces and centrally-run cities on the implementation of the Project "Building a learning society in the period 2012-2020".
In order for the Project "Building a learning society in the period of 2012 - 2020" to be effective, the Ministry of Education and Training requests the People's Committees of provinces and centrally-run cities to direct the People's Committees at all levels, relevant departments, branches and sectors to develop plans to implement the Project, focusing on the main contents: Establishing steering committees to build a learning society at all levels (from provincial to communal level). The members of the provincial steering committees include: Provincial leaders (Head of the committee), Directors of the Department of Education and Training (Permanent Deputy Head of the committee); members include: leaders of relevant departments, branches and socio-political organizations, socio-professional organizations, etc.
Based on the objectives, tasks and solutions stipulated in Decision No. 89/QD-TTg dated January 9, 2013 of the Prime Minister approving the Project "Building a learning society in the period 2012 - 2020", the provinces develop specific objectives for each period and propose specific tasks and solutions suitable to the conditions and actual situation of the locality.
Integrating with plans, projects, and target programs that have been and are being implemented such as: Plan for training cadres and civil servants until 2015; Project "Vocational training for rural workers until 2020"; Project "Teaching and learning foreign languages in the national education system for the period 2008 - 2020"; Project "Making Vietnam soon become a strong country in information technology and communications"...
Focus mainly on promoting lifelong learning activities outside of formal schools at agencies, businesses, libraries, museums, cultural houses, clubs, etc.; giving priority to policy beneficiaries, ethnic minorities, women, disadvantaged people, etc. and localities with many socio-economic difficulties.
Assign responsible units according to target groups: Department of Home Affairs: Group of civil servants and public employees; Department of Agriculture and Rural Development and Department of Labor - Invalids and Social Affairs: Group of rural workers; Department of Labor - Invalids and Social Affairs: Group of people past working age, housewives, people with disabilities; Provincial Labor Federation: Group of workers in enterprises (priority given to export processing zones and industrial parks); Assign departments and branches to monitor and direct according to the locality. Direct the Department of Finance, the Department of Planning and Investment to coordinate with the Department of Education and Training and relevant departments and branches to guide the financial mechanism and budget allocation for the Project's activities.
Every year, provinces periodically send reports to the National Steering Committee for Building a Learning Society in June and December (through the standing unit, the Ministry of Education and Training) to synthesize reports and submit them to the Prime Minister.
