Nghi Xa Commune (Nghi Loc) is a locality with many large and small projects being implemented. Thousands of households in the commune had to relocate their houses and hand over hundreds of hectares of land so that the projects could be implemented as planned. Thanks to the correct implementation of the current compensation and site clearance policies, and at the same time focusing on propaganda work, a high consensus has been created and the people of Nghi Xa have responded with support. A typical example is the family of Mr. Nguyen Van Quang in Hamlet 5, Nghi Xa Commune, with 6 members and 3 generations living together. For generations, life has been attached to the fields and gardens, and the economy has relied on a few acres of rice fields, but when the local government announced the confiscation of 100% of the family's residential land to build the project, Mr. Quang agreed to sign.

Talking to us, Mr. Vo Van Dinh - Chairman of Nghi Xa Commune People's Committee affirmed: "In the process of implementing land clearance, transparency and democracy are the most optimal and effective solutions. Nghi Xa's approach is based on the overall planning, notifying each household from the planning work, compensation policy for land clearance. The commune coordinates with the District's Land Clearance Council to do a good job of measuring, assigning owners, and issuing compensation prices, all of which are publicly posted". With that approach, Nghi Xa has created a high consensus of the majority of people in complying with regulations on land recovery for land clearance. It is the locality with the largest land clearance area handed over to projects in Nghi Loc district with a total area of ​​over 300 hectares of residential land and agricultural land of 11/11 hamlets, with more than half of the population in the commune affected by 29 investment projects. But most of the projects in Nghi Xa area were completed completely, without backlog causing public outrage and were implemented on schedule.

Determining that creating favorable conditions to attract investment will contribute to promoting local economic and social development. From 2012 to present, Nghi Long commune, Nghi Loc district has effectively implemented the work of land acquisition and clearance for more than 100 hectares of garden land, residential land, and agricultural land of households with over 1/3 of the population in the commune affected. In order to do well the work of land acquisition and clearance, the commune focuses on confirming the origin of land and assets on land formed at each time to serve as a basis for establishing land acquisition and clearance records to ensure accuracy and fairness. During the implementation process, ensuring compliance with the law, publicity, transparency, and timely and flexible application of mechanisms and policies to ensure the legitimate and practical rights of the people, the people are ready to give up land, ensuring the right progress of handing over the site for projects in Nam Cam Industrial Park.

In order for the projects to be implemented soon, Nghi Loc has directed departments, offices, communes and towns to seriously and publicly implement compensation for land acquisition when reclaiming land. The district has established a Steering Committee for compensation, support and resettlement with two sub-committees: the Steering Committee for propaganda and mobilization work and the Steering Committee for implementing policies and regimes. The district has directed the Compensation Council and communes and towns to prepare compensation records for affected households in accordance with current regulations, to carry out well the work of democracy and publicity in the Compensation Council and promptly discuss measures to handle and remove difficulties, on the basis of protecting the legitimate rights of affected households in accordance with provincial regulations. In cases where problems exceed the authority, the District People's Committee will ask for the direction of the province to decide on a resolution policy.

Propaganda and mobilization were carried out to every household; teams were established to stay close to the area and the people to mobilize, persuade, and explain to dignitaries so that they would support and persuade the households. Key leaders of the district regularly went directly to residential areas, locations, and positions that needed land acquisition and clearance to listen to people's opinions, recommendations, and proposals. At the same time, meetings were held to directly dialogue with the people; inspections were strengthened to organize implementation, promptly correct errors, and handle arising issues... Thanks to that, high consensus was created among the people. Many projects have had their difficulties and obstacles removed, and site clearance completed for implementation, such as: the project to upgrade and expand National Highway 1A through Nghi Loc district, TL 534 road, Nghi Phong resettlement area No. 9, compensation and support implemented after reviewing the results of policies and regimes at Nam Cam Industrial Park... Many large investment projects in the area have stable and effective production operations, such as: Tien Phong Plastic Factory, BSE Electronics, Hoa Sen Steel Sheet, Masan Food Industry Center in the North...

Up to this point, Nghi Loc district is focusing on directing the acceleration of site clearance progress, ensuring the progress assigned by the province on site clearance work for key projects: Project to build N5 road in the Southeast Economic Zone with a total length of 11.955km passing through Nghi Thuan and Nghi Dong communes to promptly serve the Textile Industrial Park Complex project in Zone D, Nam Cam Industrial Park of Tuan Loc Company. Up to now, 4.9km of the site has been handed over to the construction unit, reaching 84%. The D4 road project - a 7.1km long route passing through 3 communes of Nghi Yen, Nghi Tien and Nghi Thiet is one of the important traffic infrastructure projects in the Southeast Economic Zone, ensuring essential infrastructure to attract investment into the industrial park. The site clearance work for the construction unit is 4.8/7.1km, reaching 67.6%. Along with mobilizing households, Nghi Loc district directed Nghi Thiet and Nghi Yen communes to establish a case file to handle violations against 30 households in Nghi Thiet commune and 47 households in Nghi Yen commune who illegally built within the boundary of D4 road.

The area of ​​land to be cleared is very large, but the district has mobilized the entire political system to participate, doing a good job of propaganda and mobilization, creating consensus among the people, striving to ensure the right progress and plan. Nghi Loc creates the best conditions for investors and businesses to invest in the area".

It can be seen that thanks to the accuracy, proactiveness and flexibility in leadership and direction, the land acquisition and clearance work in Nghi Loc district in recent times has had a strong breakthrough, creating favorable and open conditions for domestic and foreign investors to enter the area.
