(Baonghean) -On the occasion of the beginning of Spring, Nghe An Newspaper reporter had an interview with Mr. Cu Huy Hung - Head of Vinh City Tax Department about the implementation of solutions to carry out the tax collection plan for 2013.

Reporter:2012 was a very difficult year for the Tax sector due to the impact of the economic recession. However, the Vinh City Tax Department has synchronously implemented many revenue management solutions, focusing on exploiting all revenue sources and preventing tax losses. Could you please elaborate on these efforts?

Mr. Cu Huy Hung:In 2012, Vinh City Tax Department proactively advised the City People's Committee to assign the 2012 revenue estimates to local units, ensuring compliance with State regulations; synthesized and evaluated the implementation of targets for tax debt collection, inspection and examination targets and resolutely organized implementation right from the first days and months of the year. In particular, it focused on promptly implementing Circular No. 83/TT-BTC dated May 23, 2012 of the Ministry of Finance guiding the exemption, reduction and extension of a number of State Bank revenues according to Resolution No. 13/NQ-CP of the Government on a number of solutions to remove difficulties for production, business and support the market.

The entire Department focused on urging the collection of taxes arising in 2012, corporate income tax of enterprises declaring in the fourth quarter of 2011 and collecting arrears, checking tax declarations strictly, in accordance with the provisions of the Law on Tax Administration. Investigating, surveying, adjusting taxable revenue closely, in accordance with business reality and stabilizing taxes, publicly declaring taxes for all business households paying taxes according to the lump-sum method, so that taxpayers can feel secure in production and business. The Department has well implemented the anti-loss programs of the Tax Department and the city such as business activities of cars, motorbikes, business premises rental, karaoke services, massage, hotels, motels...; directing the management of tax collection, environmental protection fees for organizations exploiting, buying and selling land, stone, sand, gravel; adjusting taxable revenue for seasonal industries. At the same time, implement a number of other solutions such as: directing the settlement of land rent, real estate tax, agricultural land use tax in 2011, preparing and approving the set of land rent and non-agricultural land use tax in 2012; directing and organizing the implementation of debt management and tax debt enforcement procedures, developing plans and conducting inspections of taxpayers' compliance with the law; organizing the good implementation of the Coordination Regulations with the Public Security sector, focusing on verifying and inspecting enterprises that illegally buy, sell and use invoices; focusing on tax administrative reform and implementing tax management according to ISO 9001-2008 quality standards...

Reporter:It is known that recently, Vinh City Tax Department has promoted propaganda and application of information technology in processing declarations and implementing online tax declarations for businesses. Could you please tell us the specific results?

Mr. Cu Huy Hung:The Vinh City Tax Department has always paid attention to and directed the propaganda and support work for taxpayers, focusing on good coordination with propaganda agencies. Specifically, the Department has coordinated with the City Party Committee's Propaganda Department, the mass media agencies of the province and the city to strengthen the propaganda and dissemination of tax laws. Coordinated with a number of newspapers residing in Nghe An, including Nghe An Newspaper and Lao Dong Newspaper, to publish 16 articles on the tax collection situation in the first quarter of 2012 in the city; the tax arrears situation in the city. Coordinated with Vinh City Radio and Television Station to make 8 reports: on the tax management and collection situation in 2012; on the tax arrears situation in the city; on good tax payment examples and enterprises that are dragging their feet on tax debts.; Broadcast 8 articles on the City News; Released 25 CDs with propaganda content on the Law on Non-agricultural Land Use Tax broadcast on the radio system of 25 wards and communes.

In 2012, Vinh City Tax Department organized 7 business dialogue conferences with 1,768 participating businesses, organized 6 training conferences on new tax policies with 1,455 participants on the Law on Non-agricultural Land Use Tax, the Law on Environmental Tax, Circular 83 guiding the implementation of Resolution 13, Decree 29 and Circular 140 and a number of new tax policy documents...

In parallel with the tax policy propaganda work, the Branch directed the one-stop department to promote the service of supporting the understanding of tax laws and business accounting for taxpayers to limit tax violations; directly answering questions about tax policies and regimes that taxpayers asked 512 times. In particular, the Branch has coordinated with the Information Technology Department of the Tax Department to upgrade the Tax Management program, promptly handling problems in the process of tax declaration. The application of information technology in the declaration processing has created favorable conditions for tax declaration to be carried out more quickly, accurately and effectively. In 2012, the Branch cooperated with FPT Company to support 1 year of free online tax declaration service for more than 500 enterprises, bringing the cumulative number of enterprises participating in online tax declaration to 1,202; installed wireless INTENET to serve enterprises free of charge when they come to the tax office to transact and pay taxes. This is a success in tax administrative reform, saving costs, reducing travel and inconvenience for taxpayers.

Reporter:It is forecasted that in 2013, the economy will continue to face difficulties, and businesses have not yet recovered their production capacity... So, to proactively ensure revenue sources and complete the tax collection plan, what solutions will the City Tax Department implement?

Mr. Cu Huy Hung:In 2013, Vinh City Tax Department strives to collect 947.2 billion VND, of which, land use right certification fee is 319.60 billion VND, regular collection is 627.6 billion VND. To achieve that goal and plan, the City Tax Department focuses on implementing the following tasks and solutions:

- Strengthen propaganda and support for taxpayers in all fields, create the best conditions for taxpayers, and ensure the Tax sector's motto of action is "transparency, professionalism, integrity, and innovation".

- Timely and thoroughly implement resolutions of the National Assembly, the Government and directions of the Ministry of Finance on solutions to implement the economic development plan.

- Social and State budget estimates for 2013; solutions to remove difficulties for production and business, support the market, and resolve bad debt.

- Organize and effectively implement the Law on amendments and supplements to a number of articles of the Law on Tax Administration and the Law on Personal Income Tax. Continue to effectively implement the Law on Non-Agricultural Tax and the Law on Environmental Protection Tax.

- Concentrate forces to effectively carry out debt collection and tax debt enforcement work, assign monthly and quarterly debt collection plans to each officer and tax team to urge timely collection and payment to the state budget, and prevent new debt from arising. Strengthen the implementation of programs to prevent revenue loss, effectively exploit arising revenue sources to increase budget revenue.

- Coordinate well with the City Police to strengthen debt collection, especially in handling businesses that have ceased operations, dissolved, or gone bankrupt, have tax debts, run away with VAT invoices, and businesses with large tax debts.

- Strengthen inspection work at tax authority headquarters and at taxpayer headquarters to achieve assigned planning targets to prevent budget loss and ensure social justice.

- Promote tax administrative reform and modernization of the tax sector according to the "Tax system reform strategy for the period 2011-2020", approved by the Prime Minister in Decision No. 732/QD-TTg dated May 17, 2011.

- Continue to expand modern tax management projects such as: Tax payment project via bank; Tax declaration project via the Internet.

- Modernizing IT: Building a complete, accurate, centralized and unified taxpayer database, developing information technology applications in tax management activities that are connected, automated, and closely linked to the process of reforming tax administrative procedures.

- Implement well the regime of job rotation, job rotation, and job position transfer for civil servants; Complete the criteria for evaluating the level of work completion of tax teams and individuals; Continue to promote the implementation of the self-training and professional development plan for cadres and civil servants in 2013, focusing on training and fostering knowledge on tax inspection, tax management and tax management programs for cadres and civil servants at the Tax Department.
