Deploying an urban infrastructure project worth nearly 32 million Euros in Hoang Mai Town
(Baonghean.vn) - On the morning of June 14, the Provincial People's Committee had a working session with the French Development Agency AFD on the project to improve urban infrastructure to minimize the impact of climate change in Hoang Mai town.

Raising the issue with the representative of AFD Vietnam, Vice Chairman of the Provincial People's Committee Huynh Thanh Dien said that Hoang Mai Town was established on April 3, 2013 on the basis of separating 10 communes of Quynh Luu district.The town's general infrastructure is still weak.
Notably, Hoang Mai town is located in a flood-prone area and has experienced many floods, affecting the lives and livelihoods of people, causing serious traffic congestion on National Highway 1A - the country's main traffic artery. As a coastal city, Hoang Mai town is also facing challenges due to climate change and rising sea levels.

Faced with that issue, in recent times, the Vietnamese Government and Nghe An Province have paid attention to directing and prioritizing investment in development for Hoang Mai town both in the short term and in the long term. However, due to limited resources, many infrastructure needs of the town and promoting development can hardly be solved at the same time.
The Vice Chairman of the Provincial People's Committee also proposed that AFD support Hoang Mai town in implementing the Urban Infrastructure Improvement Project to minimize the impact of climate change, including support in capital, technology, resources and project operating conditions, to ensure the project's long-term effectiveness for Hoang Mai town.
Comrade Huynh Thanh Dien also pledged to direct and coordinate with relevant organizations and units to promote steps and implement the project as soon as possible.

Speaking at the meeting, Mr. Olivier Gilard - Chief Representative of AFD's water and environmental sanitation project in Vietnam highly agreed with the policy.of the province on the implementation of the project to improve urban infrastructure to minimize the impact of climate change in Hoang Mai town area.
The project to improve urban infrastructure to minimize the impact of climate change in Hoang Mai town has a total investment of 31.92 million EUR, of which ODA capital is 24.72 million EUR and counterpart capital is 7.20 million EUR. The project has 3 components, including the component of improving environmental sanitation and urban infrastructure; the component of flood prevention and climate change response; the component of operation management and natural disaster warning. Construction time, expected to be 2 years, will start in May 2018, with bidding and contractor selection, and in 2020, acceptance, handover and putting into use. |
At the same time, Mr. Gilard promised that based on a clear assessment of the current situation, he would promote steps, make accurate forecasts, thereby perfecting solutions to ensure the effectiveness and sustainability of the project as well as perfecting the operating and management mechanism later, ensuring the project's objectives, and at the same time managing and operating well when the project comes into operation.
