Implementing the Master Plan on basic investigation and management of marine resources and environment for the period 2012-2020
On June 25, in Hai Phong, the State Steering Committee on basic investigation of marine resources and environment assessed the implementation of the Master Plan on basic investigation and management of marine resources and environment for the 2006-2011 period and its implementation for the 2012-2020 period.
Deputy Prime Minister Hoang Trung Hai, Head of the State Steering Committee for Basic Investigation of Marine Resources and Environment, chaired the conference. Also attending were representatives of central ministries, departments, agencies and 28 coastal provinces and cities nationwide.
During the 5 years (2006 - 2011) of implementing the Master Plan on basic investigation and management of marine resources and environment, 18/20 projects were approved and implemented with a total budget of nearly two thousand billion VND. The projects have made good use of the existing marine research equipment and mobilized highly qualified human resources from agencies and units nationwide, serving the work of basic investigation and management of marine resources and environment... The implementation of the Project has contributed to strengthening state management of investigation of marine resources, marine environment, marine geodesy, mineral geology, geodynamics, environmental geology and natural disasters in Vietnam's sea areas. This is also a reliable database source serving the needs of ministries, branches and coastal localities in policy making, master planning for socio-economic development; is a database system of basic investigation on natural conditions, resources and marine environment of Vietnam with synchronization, reliability, timely serving the work of marine environmental resources management, unified state management of sea and islands, aiming at sustainable development of marine economy as well as maintaining sovereignty over sea and islands.
Speaking at the conference, Deputy Prime Minister Hoang Trung Hai requested: Based on the identified objectives of the Project for the 2012-2020 period, newly opened projects must be specifically and closely reviewed, closely following the objectives and tasks of the overall Project to select projects that ensure no duplication or overlap. In particular, attention must be paid to giving reasonable priority to urgent projects; focusing on investing in investigation and research in offshore areas and new types of resources, contributing to the task of fighting to protect national sovereignty at sea. The Ministry of Natural Resources and Environment is responsible for guiding, inspecting, supervising, urging and implementing the reporting regime on project results; organizing good inter-sectoral coordination in international cooperation activities; reviewing, promulgating or proposing to promulgate regulations and policies related to the implementation of the objectives and tasks of the Project...
In the 2012-2020 period, the Master Plan on basic investigation and management of marine resources and environment will focus on implementing three objectives: perfecting the legal basis for basic investigation and management of marine resources and environment; perfecting the database on Vietnam's marine resources and environment, ensuring systematic, synchronous, modern and highly reliable; perfecting the technical facilities, organizational and management systems and the team of average and good staff in the Southeast Asia region. Currently, seven ministries, branches, sectors and 22 coastal localities have proposed 229 projects with a total estimated cost of more than 5,600 billion VND to the State Steering Committee for consideration and decision.
