Implementing the Government Reporting Information System

(Baonghean.vn) - The implementation of the Government reporting information system aims to reform, simplify, and improve the efficiency of applying information technology in serving the direction and management of the Government, the Prime Minister, ministries, sectors, and localities.

On the morning of February 7th, under the chairmanship of Minister and Head of the Government Office Mai Tien Dung, the Government Office held a nationwide online conference to implement Decree 09/2019/ND-CP; Decision No. 208/2018/QD-CP-TTg, Decision 274-QD-TTg and guidance on the implementation of the Government reporting information system.

Speaking at the conference, the Head and Minister of the Government Office, Mai Tien Dung, stated that, regarding the implementation of the National Document Interconnection System, 95 out of 95 units (100%) of ministries, sectors, localities, and the Central Party Office have now connected and integrated the sending and receiving of electronic documents at both levels of government with the National Document Interconnection System.

Since its launch by the Prime Minister (March 12, 2019), as of February 4, 2020, nearly 1.25 million documents have been processed on the National Document Interconnection System, including approximately 298,000 documents sent and 945,000 documents received.

As of December 9, 2019, the National Public Service Portal has been implemented, with 9 out of 22 ministries and agencies connecting and integrating with it. All 63 provinces and cities have completed the connection and integration with the National Public Service Portal.

As of February 5, 2020, more than 41,594 accounts had been registered on the National Public Service Portal (including 221 accounts from businesses and the rest from citizens); there were more than 12.7 million visits; and more than 664,000 records had their status synchronized on the National Public Service Portal, including 6,380 online records submitted through the National Public Service Portal that were successfully processed.

Minister and Head of the Government Office Mai Tien Dung emphasized: "The fact that we are holding online conferences to implement Decree 09/2019/ND-CP; Decision No. 208/2018/QD-CP-TTg, Decision 274-QD-TTg and guidelines for implementing the Government reporting information system is very important for us to have a standardized reporting system."

Throughout the implementation process, the Government Office will coordinate with ministries, departments, and local authorities to filter out unnecessary reports, and especially to standardize data to create a standardized reporting system, aiming for reporting across four levels of government: from the central government to the provincial, district, and grassroots levels.

The Minister and Head of the Government Office stated that, according to the plan, the National Reporting Center will be inaugurated in March 2020. This center will serve the leadership and direction of the Government and the Prime Minister, assisting in the comprehensive reporting of the situation across ministries, sectors, and localities. The center holds a crucial position in ensuring data confidentiality and security.

"Most importantly, for the National Reporting Center to operate successfully, we must first standardize the templates and data so that we can access and read them. If we access them incorrectly, all reports will not be displayed or processed. The updating of economic growth indicators and macroeconomic indicators will be automatically updated and read by the system, without any human intervention," Comrade Mai Tien Dung affirmed.

The Minister and Head of the Government Office proposed that, first of all, the Administrative Procedure Control Department of the Government Office be tasked with reporting on the implementation of Decree 09, Decisions 28 and 274, providing specific and detailed guidance on professional expertise, capabilities, and methods for implementing standardized reporting services; building a reporting system for ministries, sectors, and localities, and moving towards establishing a national reporting center.

At the same time, it is requested that ministries, sectors, and localities, during the implementation process, assess what has been done well and what obstacles have been encountered, and provide feedback to the Government Office to build e-government, smart cities, and e-government, creating synchronization from the central to local levels.

TAt the conference, ministries, sectors, and localities received a comprehensive report from the Government Office on the situation and results of implementing tasks related to sending and receiving electronic documents, processing documents in an electronic environment, connecting and integrating with the National Public Service Portal, and standardizing and building the National Reporting Information System; introducing the Project on Building the Government Reporting System and Information Center to serve the direction and management of the Government and the Prime Minister; guiding the construction of reporting information systems for ministries, sectors, and localities; and standardizing regulations on reporting regimes to serve the construction and operation of the national reporting information system.
