(Baonghean.vn) - The implementation of the Government reporting information system aims to reform, simplify and improve the effectiveness of information technology application in serving the direction and administration of the Government, Prime Minister, Ministries, branches and localities.

On the morning of February 7, under the chairmanship of Minister and Head of the Government Office Mai Tien Dung, the Government Office held a national online conference to implement Decree 09/2019/ND-CP; Decision 208/2018/QD-CP-TTg, Decision 274-QD-TTg and instructions on implementing the Government reporting information system.

Speaking at the conference, Chairman and Minister of the Government Office Mai Tien Dung said that, implementing the National Document Interconnection Axis, up to now, 95/95 units (100%) of ministries, branches, localities and the Central Party Office have connected and interconnected to send and receive electronic documents at 2 levels of government with the National Document Interconnection Axis.

After being launched by the Prime Minister (March 12, 2019), as of February 4, 2020, there were nearly 1.25 million documents, of which about 298,000 were sent and 945,000 were received on the National Document Interconnection Axis.

As of December 9, 2019, 9/22 ministries and agencies have connected and integrated with the National Public Service Portal. 63/63 provinces and cities have completed connecting and integrating with the National Public Service Portal.

As of February 5, 2020, there were more than 41,594 accounts registered on the National Public Service Portal (of which 221 were business accounts, the rest were people's accounts); there were more than 12.7 million visits; more than 664,000 records synchronized status on the National Public Service Portal, of which 6,380 online records made from the National Public Service Portal were successfully processed.

Minister and Head of the Government Office Mai Tien Dung emphasized: The fact that we are holding online conferences to implement Decree 09/2019/ND-CP; Decision 208/2018/QD-CP-TTg, Decision 274-QD-TTg and guidelines for implementing the Government reporting information system is very important for us to have a standard reporting system.

During the implementation process, the Government Office will coordinate with local ministries and branches to filter out unnecessary reporting documents, especially standardizing data to have a standard reporting system and aiming at reporting in 4 levels of government from the central to provincial, from district to grassroots.

The Minister and Head of the Government Office said that according to the plan, in March 2020, the National Reporting Center will be inaugurated. This center serves the leadership and direction of the Government and the Prime Minister, helping to synthesize the situation of ministries, branches, localities, and centers with important positions to ensure confidentiality and data.

“The most important thing is that for the National Reporting Center to operate successfully, we must first standardize the form and data so that we can read them when we enter them. If we enter them incorrectly, all reports will not be displayed or processed, and the updating of economic growth indicators and macro indicators will be automatically updated and read on the system, without affecting people,” affirmed comrade Mai Tien Dung.

The Minister and Head of the Government Office proposed that, first of all, the Administrative Procedure Control Department of the Government Office be assigned the task of reporting on the implementation of Decree 09, Decision 28, 274, providing specific and detailed instructions on expertise, skills, capabilities and methods of implementing services to standardize the reporting regime; building the reporting information regime of ministries, branches, localities and moving towards becoming a national reporting center.

At the same time, it is recommended that ministries, branches and localities evaluate what has been done and what has not been done and give their opinions to the Government Office during the implementation process to build e-government, smart cities, e-government, and create synchronization from the central to local levels.

TAt the conference, the Government Office reported to the ministries, branches and localities on the situation and results of the implementation of the tasks of sending and receiving electronic documents, processing documents in the electronic environment, connecting and integrating with the National Public Service Portal and standardizing and building the National Reporting Information System; Introducing the Project on Building the Government Reporting System and Information Center to serve the direction and administration of the Government and the Prime Minister, guiding the building of a reporting information system for ministries, branches and localities; standardizing regulations on the reporting regime to serve the building and operation of the national reporting information system.
