From July 1, how will traffic police check documents and issue fines on VNeID?
The new point of Circular 28/2024/TT-BCA, which has just been issued by the Ministry of Public Security, has amended and supplemented the control of documents related to people and vehicles. Specifically, drivers can present information integrated on VNeID when the traffic police check and it is as valid as directly checking the documents. Lieutenant Colonel Nguyen Nam Hong - Deputy Head of the Traffic Police Department, Provincial Police, had an interview with Nghe An Newspaper reporters about related issues.
PV: Could you tell us, according to Circular 28, from July 1, how will traffic police check documents and issue fines on VNeID, specifically, and what are the advantages?
Lieutenant Colonel Nguyen Nam Hong:On June 29, the Ministry of Public Security issued Circular 28/2024/TT-BCA amending and supplementing a number of articles of Circular No. 32 regulating the tasks, powers, forms, contents and procedures for patrolling, controlling and handling administrative violations of road traffic by traffic police and Circular No. 24 regulating the issuance and revocation of registration and license plates of motor vehicles, effective from July 1, 2024.
According to the new circular, during the handling process, if the violator presents documents via VNeID, the authorities will temporarily detain the documents in the electronic environment.

Specifically, Point g, Clause 2, Article 21 stipulates that in cases where documents related to people and vehicles have been integrated and updated in the electronic identification card, electronic identification account on the VNeID application, and the database managed by the Ministry of Public Security, when temporarily holding the documents, the person with the authority to temporarily hold the documents shall temporarily hold the documents in the electronic environment.
At the same time, the Traffic Police update information about the temporary detention of such documents on the administrative violation handling database system and synchronize with the national identification application, the database managed by the Ministry of Public Security so that violators and vehicle owners (for vehicle owners' documents) know and comply with the provisions of law on traffic order and safety.
Minutes and decisions of competent authorities on temporary detention and return of documents are made according to the forms prescribed by law and can be made and sent electronically on the VNeID application, other applications and electronic information systems when the technical conditions for implementation are met.
Traffic participants can present information via the VNeID application without having to carry original documents, helping to minimize the risk of document loss or damage and increase convenience during the inspection process. Using integrated information on VNeID not only brings convenience to people but also helps traffic police increase work efficiency.
With the electronic database managed by the Ministry of Public Security, checking and verifying information becomes faster and more accurate. This helps reduce fraud and the use of fake documents in traffic.
At the same time, through continuous updating and integration of information, traffic police can easily retrieve violation history and vehicle registration status, thereby improving the ability to monitor and handle violations.

PV: Regarding this new regulation, when a violator has their documents on VNeID temporarily confiscated, how can we prevent the violator from continuing to use hard copies of documents?
Lieutenant Colonel Nguyen Nam Hong:When a driver's license is revoked electronically, the traffic police officer will enter data into the system to display the information on how long the document will be revoked. Thus, using hard copies of documents is useless because when checking, the traffic police will look it up on the system.
PV: Along with checking documents and making fine records on VneID, what's new about paying fines?
Lieutenant Colonel Nguyen Nam Hong:In previous years, the procedures for paying administrative fines were all done manually. Citizens had to go to the Traffic Police headquarters to sign the decision on the fine, then go to the State Treasury or banks authorized to collect fines to pay the fine. Finally, citizens had to bring the fine receipt back to the Traffic Police headquarters to get back their documents and vehicles that had been impounded, which was very time-consuming and required many trips.

From March 15, 2022 to present, after 7 working days from the date of administrative violation record, people can access the National Public Service Portal at the addressdichvucong.gov.vnto enter the administrative violation record number; date, month, year of violation; full name will find the decision, the amount of fine; or the violator will provide a personal phone number, the Public Service portal will send a notification of the penalty decision number via SMS to let people know. Then perform the payment steps.
Paying traffic violation fines online helps simplify administrative procedures, people do not need to travel many times as before, thus saving a lot of time and effort. In particular, for violators in remote provinces, paying fines through the National Public Service Portal helps violators to be able to sit at home thousands of kilometers away and still be able to fulfill their responsibility to pay traffic violation fines, instead of having to travel many times as before.

PV: So, what is the procedure for returning detained documents online, sir?
Lieutenant Colonel Nguyen Nam Hong:Also in Circular 28, the Ministry of Public Security amended and supplemented Point d, Clause 1, Article 27. Accordingly, when returning seized objects, means, and documents, or having their right to use revoked under administrative procedures to the person being penalized. In case the documents have information about being seized or having their right to use revoked on the VNeID application, the database managed by the Ministry of Public Security, the competent person shall make a decision and make a record of returning the documents to the person being penalized in the electronic environment.
At that time, the administrative violation handling database system synchronized information with the national identification application and the database managed by the Ministry of Public Security to remove information about temporary detention and revocation of the right to use documents.
