Pursuant to Clause 1, Article 76 of the Law on Handling of Administrative Violations 2012, amended by Clause 37, Article 1 of the Law on Handling of Administrative Violations 2020, traffic violators are entitled to postpone paying fines when they meet all of the following conditions:
*For individuals
- Fine from 2,000,000 VND or more;
- Individuals facing economic difficulties due to natural disasters, catastrophes, fires, epidemics, serious illnesses, or accidents;
- In case an individual encounters economic difficulties due to natural disasters, catastrophes, fires, epidemics, serious illnesses, or accidents, there must be confirmation from the People's Committee of the commune where that person resides or the agency or organization where that person studies or works;
- In case an individual is facing financial difficulties due to a serious illness or accident, there must be additional confirmation from a medical examination and treatment facility at the district level or higher.

*For organizations
- Fine from 100,000,000 VND or more;
- The organization is facing special or sudden economic difficulties due to natural disasters, catastrophes, fires, or epidemics.
- In case the organization is facing economic difficulties due to natural disasters, catastrophes, fires, or epidemics, it must have confirmation from the People's Committee at the commune level, the Management Board of industrial parks, export processing zones, high-tech zones, economic zones, the directly managing Tax authority or the directly superior agency.
