*According to the Ministry of Public Security, regarding the responsibility of the violator to execute the decision to sanction administrative violations:
- Article 74 of the Law on Handling of Administrative Violations (amended and supplemented in 2020) stipulates that the statute of limitations for enforcement of administrative violation sanction decisions is 1 year from the date of issuance of the decision. In case the sanctioned individual or organization intentionally evades or delays, the above statute of limitations shall be calculated from the time the evasive or delaying behavior ends.
- Article 86 of the Law on Handling of Administrative Violations (amended and supplemented in 2020) also stipulates: Individuals and organizations that are administratively sanctioned but do not voluntarily comply with the sanction decision will be forced to comply with the sanction decision.

*Regarding the handling of vehicles whose temporary detention period has expired but the violator, owner, manager or legal user does not come to receive them without a valid reason, Article 126 of the Law on Handling of Administrative Violations (amended and supplemented in 2020) stipulates: In case the violator, owner, manager or legal user of the exhibits or vehicles is identified, the person issuing the temporary detention decision must notify them twice.
The first notification must be made within 3 working days from the date of expiration of the temporary detention period of the exhibits and means.
The second notice shall be made within 7 working days from the date of the first notice. After 1 month from the date of the second notice, if the violator, owner, manager or legal user does not come to receive it, within 5 working days, the competent authority must issue a decision to confiscate the exhibits and means of administrative violation.
