To proactively respond and ensure the safety of the people in the province during the big storm, the armed forces in the province have implemented a specific and thoughtful plan to minimize all possible consequences. According to Colonel Ha Tan Tien, Deputy Commander and Chief of Staff of Nghe An Military Command, from 12:00 on September 29, all officers and soldiers of the provincial armed forces were on 100% duty. The provincial military command has also established 5 inspection teams to be on duty in the plains, mountains, coastal areas, and midlands, ready to respond when situations arise. The teams have also inspected the means of rescue readiness, rescue equipment. At the same time, the provincial armed forces are also ready to comply with the orders of the Military Region 4 Command.

At Ngu and Mat islands, fishing boats are ready to take shelter. Major Dinh Xuan Lam, chief of Mat island, said that the entire unit strictly followed the telegram dated September 29. Accordingly, the unit is safe, all work is guaranteed to be in accordance with the spirit of the telegram from the superior. Boats taking shelter at the island will be contacted via the Icom communication system for instructions. The two boats of the island are ready to move according to the order of the provincial Military Command. As of 5:30 p.m. this afternoon (September 30), storm No. 10 is passing through the island with gusts of wind at level 8-9.
The Nghe An Border Guard force has also been rushing to complete the final tasks to help coastal residents cope with the storm. Lieutenant Colonel Nguyen Trung Son, Deputy Chief of Staff of the Nghe An Border Guard, said that by noon today (September 30), they had checked the sea stations for the last time and arranged fishing boats to a safe place to avoid the storm. As for the 80 boats of Thanh Hoa fishermen, the Nghe An Border Guard force has arranged them to anchor at Loc My wharf (Nghi Quang commune, Nghi Loc). By late afternoon today, basically everything has been prepared to respond to storm No. 10. The ships of Squadron 2 (Nghe An Border Guard) have been put on standby for 24/7 rescue.

In Vinh City, preparations for storm prevention have been basically completed. Mr. Nguyen Hoang Cu, head of the drainage management team (Vinh Urban Infrastructure Development and Management Joint Stock Company) announced that since September 29, the company had a meeting to come up with a specific plan for drainage during storm No. 10. Specifically, the team has divided into 2 groups, dredging the North Canal and dredging manholes, avoiding the situation of garbage accumulation causing local flooding. In addition, the 2 pumping stations Vinh Tan and Cau Den have coordinated with the Electricity Department to be ready to turn on 3-phase electricity when the water level rises, and at the same time turn on the generator 24/24 to serve these 2 pumping stations. Because if these 2 stations stop operating for only about 30 minutes, the water level in Vinh City will rise more than 1 meter.
As of 5:30 p.m. on September 30, the Company's professional teams were still dredging and collecting trash at Rao Dung culvert (the drainage route to the sea via Nghi Thai). However, according to the proposal of the drainage management team (Vinh Urban Infrastructure Development and Management Joint Stock Company), because the amount of water flowing into the sea from Vinh City and Nghi Thai is very large, while Rao Dung culvert only has 10 culverts, the number of culverts must be doubled to drain and discharge flood water for Vinh City as quickly as possible.
