Implementing the Politburo's conclusion on innovation in personnel work

On August 20, the national cadre conference to disseminate and implement the Politburo's conclusions on reforming cadre work opened in Ho Chi Minh City. General Secretary Nguyen Phu Trong attended and delivered a directive speech.

Speaking at the opening of the conference, comrade To Huy Rua, Politburo member, Party Central Committee Secretary, Head of the Party Central Committee's Organization Commission, stated: The national cadre conference to thoroughly grasp and implement the Politburo's Conclusion on innovation in cadre work is also a conference to discuss the immediate tasks of Party building, contributing to the early implementation of the Party Central Committee Resolution 4 (11th tenure) into life.

Comrade To Huy Rua thoroughly grasped the policies and orientations on innovation in personnel work in the spirit of Conclusion No. 24 of the Politburo and Resolution of the 4th Central Conference (11th tenure) of the Party; summarized the achieved results, pointed out the shortcomings and weaknesses in the work of planning and rotating cadres; clearly analyzed the causes and 6 important groups of solutions to promote the work of planning and rotating cadres in parallel with the synchronous innovation of other stages in personnel work, including many solutions to focus on innovation and improving the quality of cadre evaluation work.

Comrade To Huy Rua suggested that the Conference focus on discussing thoroughly the solutions to implement the policies and orientations on personnel work stated in the Resolution of the Central Committee and the Conclusion of the Politburo; give opinions on drafts to supplement and amend regulations and guidelines on planning and rotation of personnel and other important proposals.

Speaking at the Conference, General Secretary Nguyen Phu Trong emphasized and affirmed the view that it is absolutely necessary to plan cadres, especially leaders and managers. However, according to the assessment stated in the Report, cadre planning still has many limitations and shortcomings, which need to be supplemented and adjusted to increasingly improve this important work.

According to the program, this Conference discussed and contributed opinions on many important issues, many of which were new and lacking in experience, such as: criteria for evaluating cadres; taking a vote of confidence; regulations on the responsibilities of leaders... In the process of discussing these issues, the General Secretary suggested that delegates need to thoroughly grasp the common viewpoints and guiding thoughts on cadre work to clearly see the comprehensiveness, dialectics, difficulties, complexities, but extremely important nature of cadre work.

The General Secretary stated: Cadre work is the key step in Party building, an important aspect in all activities of our Party, and a decisive factor in the success of the revolution. Along with preparing political guidelines and socio-economic development strategies, it is necessary to prepare cadre strategies and develop cadre planning.

It is necessary to thoroughly understand the class perspective in personnel work, and at the same time, on that basis, there must be a policy of solidarity, widely gathering cadres, making good use of all talents, expanding international relations, and integrating internationally. Personnel work is conducted according to the principle of democratic centralism, promoting the role of individual leaders but must be placed in relation to the collective, ensuring democracy and avoiding arbitrariness.

The General Secretary affirmed: The Party unifies leadership of personnel work, directly manages the contingent of cadres, and at the same time promotes the role of organizations in the political system; in the implementation process, there must be decentralization, assignment, and close coordination between Party agencies and other agencies in the political system, promoting the role of State agencies, socio-political organizations, etc.; there must be supervision and inspection of personnel work and cadre management.

During the 2 working days (August 20-21), the Conference focused on discussing and contributing opinions on the following issues: building standards for cadre titles and criteria for evaluating cadres according to title standards, work efficiency and the trust of cadres, party members and people; regulations on giving opinions and taking annual votes of confidence for leadership positions in Party, State, Fatherland Front and mass organizations; regulations on the authority and responsibility of leaders in evaluating, planning, rotating and appointing, and introducing candidates; supplementing and amending regulations on decentralization of cadre management and regulations on appointment and introduction of candidates; supplementing and amending instructions on planning of leadership and management cadres...
