On February 28, continuing the second working day, the National Cadre Conference thoroughly grasped and implemented the Resolution of the 4th Central Conference (11th tenure) "Some urgent issues on Party building at present".

In the morning, delegates worked in groups, continued to discuss and grasp the Resolution of the 4th Central Conference (11th tenure) "Some urgent issues on Party building at present", the Politburo's Directive on the implementation of the Resolution, and contributed opinions to the draft Plan for the implementation of the Resolution. There were more than 650 opinions expressed by delegates in 40 discussion groups.

Through discussion, delegates highly agreed on the assessment of the Central Executive Committee on Party building work. Over the past years, under the leadership of the Central Executive Committee, the Politburo, and the Secretariat, Party building work has achieved important results; the Party's leadership capacity, fighting strength, and leadership methods have been gradually improved; the people's trust in the Party has been consolidated; and the contingent of cadres and Party members at all levels has grown and made progress in many aspects.

In addition, the work of Party building has also revealed many limitations and weaknesses, some of which have been persistent. What is worrying is the degradation of political ideology, ethics, and lifestyle of a significant number of cadres and Party members, including some senior cadres. Cadre work, especially at the Central and strategic levels, still has many shortcomings. The principle of “collective leadership, individual responsibility” in many places is a formality. The limitations, weaknesses, and shortcomings mentioned above have seriously affected the capacity, prestige, and leadership role of the Party.

The issuance of Resolution 4 of the Central Committee shows that the Party courageously looks straight at the truth, correctly assesses the truth, and is determined to build and rectify the Party so that it is worthy of its glorious tradition, is the vanguard force of the nation, and meets the requirements of leading the cause of industrialization, modernization of the country, and international integration.


Conference to implement Resolution 4 of the Central Committee

Delegates focused on analyzing the causes leading to limitations and weaknesses in Party building work, especially subjective causes; agreed to focus on solving three urgent issues: preventing and repelling the degradation of political ideology, ethics, and lifestyle of a significant number of cadres and Party members, especially leaders and managers at all levels; building a team of leaders and managers, especially at the Central level, to meet the requirements of the new situation; clearly defining the authority and personal responsibility of the head of the Party Committee and government in relation to the collective of the Party Committee, government, agencies, and units.

Delegates highly agreed with the groups of solutions proposed in Resolution 4 of the Central Committee, saying that they need to direct and organize implementation resolutely, synchronously, with appropriate methods and roadmaps.

During the discussion, delegates contacted, compared, and seriously and frankly self-examined practical issues of Party building work in their sectors, localities, and units.

Discussing the Politburo's Directive on implementing the 4th Central Resolution (11th tenure), delegates said that in order for the 4th Central Resolution to truly come into life, it is necessary to attach importance to extensive propaganda work among cadres, party members, and people of all walks of life. Key leaders at all levels, especially the heads, must be truly exemplary, give strong but calm direction, uphold principles, and not allow hostile forces and opportunists to take advantage, incite, or distort. Implement well the groups of solutions on organization, cadres, and party activities; on mechanisms, policies, and political and ideological education; attach importance to inspection and supervision work; promote self-criticism and criticism.

Many opinions suggested that the Politburo and the Secretariat direct Party committees, Party organizations, agencies and units to urgently review, study, amend, supplement and develop policies and regulations to implement the Resolution. Focus on issues related to principles and Party activities; on the organization of agencies in the political system; innovate stages in personnel work; develop central-level personnel planning; and stipulate the authority and responsibility of leaders in managing, using and controlling state capital and assets.

Streamlining the payroll and restructuring the staff of cadres and civil servants, along with accelerating reform and early implementation of salary and housing regimes, fighting against egalitarianism and leveling; fighting against privileges and special interests. Guiding and directing the implementation of asset declaration by cadres and party members in accordance with Party and State regulations.

Effectively implement solutions on propaganda, political and ideological education among cadres, party members and people, especially contents related to the implementation of this Resolution. Continue to promote the study and following of Ho Chi Minh's moral example. Resolutely fight to defeat all plots and activities of "peaceful evolution" by hostile forces. Proactively prevent and criticize manifestations of "self-evolution" and "self-transformation" within the Party. Do a good job of protecting internal politics. Maintain solidarity and unity within the Party and consensus in society.

In the afternoon, the delegates attending the Conference worked at the Conference Hall. The Conference listened to Mr. To Huy Rua, Politburo member, Secretary of the Party Central Committee, Head of the Central Organization Committee, disseminate the draft Plan of the Central Organization Committee to implement the Resolution of the 4th Central Conference (term XI); listened to Mr. Ngo Van Du, Politburo member, Secretary of the Party Central Committee, Head of the Central Inspection Committee, disseminate the draft Plan of the Central Inspection Committee to implement the Resolution of the 4th Central Conference; listened to Mr. Dinh The Huynh, Politburo member, Secretary of the Party Central Committee, Head of the Central Propaganda Department, disseminate the draft Plan of the Central Propaganda Department to implement the Resolution of the 4th Central Conference; listened to comrade Ha Thi Khiet, Secretary of the Party Central Committee, Head of the Central Mass Mobilization Department, disseminate the draft Plan to implement the Resolution of the 4th Central Conference.

Regarding the organization of dissemination and implementation of the Resolution, after the National Cadre Conference, the comrades of the Party Central Committee, Secretaries of Provincial Party Committees, City Party Committees, Secretaries of Party Delegations, Party Executive Committees, Party Committees directly under the Central Committee, and leaders of Central Party Committees directly direct, deploy, disseminate, and implement the Resolution, Directive, Plan and organize implementation in localities, agencies, and units; suggest review contents, relate to reality, develop programs and plans to correct and overcome weaknesses and shortcomings.

The Central Propaganda Department coordinates with the Central Party Office, the Central Organization Department, the Central Inspection Committee and the Central Mass Mobilization Committee to disseminate and thoroughly understand the Resolution, Directive and Plan for implementing the Resolution.

The Central Committee for Mass Mobilization shall preside over and coordinate with the Party Delegation of the Vietnam Fatherland Front and central socio-political organizations to organize a conference to disseminate the Resolution to the following subjects: Members of the Presidium of the Central Committee of the Vietnam Fatherland Front, members of the Standing Committee of socio-political organizations, representatives of dignitaries, intellectuals, businessmen, religions, and ethnic groups. Guide organizations to disseminate the content of the Resolution to union members, association members, and people to participate in giving opinions on Party building through the system of the Fatherland Front and socio-political organizations so that Party committees, Party organizations, and Party members can review, self-criticize, and criticize.

Organize self-criticism and criticism in Party agencies and organizations. Party committees, Party organizations and Party members review, self-criticize and criticize according to the contents of the Resolution. Specifically: Regarding political ideology, ethics, lifestyle; implementation of the Regulations on what Party members are not allowed to do; responsibilities of Party committees, Party organizations, each Party member and leader regarding limitations and shortcomings. Limitations and weaknesses in personnel work, especially in training, fostering, planning, evaluating, appointing, promoting, rotating and arranging cadres; the situation of some cases of incorrect arrangement of cadres, affecting the prestige of leaders, management agencies, and the development of the industry and locality. Limitations and shortcomings in implementing the principle of "collective leadership, individual responsibility"; authority and personal responsibility in performing assigned duties and tasks.

Many delegates requested clarification as to why the limitations and shortcomings that have been pointed out for many years have been slowly overcome, and some aspects have become weaker and more complicated. Clarify the collective and individual responsibilities related to the above contents.

Superiors review first to set an example for subordinates to follow. At the Central level, the Politburo and Secretariat collectively review, self-criticize, and criticize first, then individual Politburo and Secretariat members review, self-criticize, and criticize. At provincial and municipal Party Committees, agencies directly under the Central Committee, and Party Committees and organizations at all levels, the Standing Committee, Party Executive Committee, Party Delegation, and the collective leadership of the agency review, self-criticize, and criticize first; comrades of the Party Central Committee, Secretaries of provincial and municipal Party Committees, members of the Standing Committee, Party Executive Committee, and Party Committee members review, self-criticize, and criticize later (comrades of the Party Central Committee review, self-criticize, and criticize at the collective Party Committee, Executive Committee, Party Delegation, or the collective leadership at the place where they are working). The Central Organizing Committee coordinates with the Central Party Office to prepare content and guide the strict implementation of the Questioning Regulations at the meetings of the Central Executive Committee and Party Executive Committees at all levels on issues related to the responsibilities and powers of Party Central Committee members (including members of the Politburo and Secretariat) and Party Committee members at all levels.

The Central Organizing Committee coordinates with the Central Inspection Committee and relevant agencies to develop a mechanism for the Central Executive Committee to annually give opinions and express its trust in the collective and each member of the Politburo and Secretariat; the Party Executive Committee and give opinions and express its trust in the collective and each member of the Standing Committee of the Party Committee at the same level; develop regulations on the annual implementation of the vote of confidence for leadership positions in Party, State and mass organizations; innovate the method of taking votes of confidence to evaluate and comment on cadres in the direction of expanding the number of participants.

Those who have low credibility, are incompetent, or do not complete their tasks for two consecutive years must be considered and dismissed from their positions, without waiting for the end of their term or age limit. The appointment of key leaders and managers at higher levels must generally be through key leaders and managers at lower levels.

The Central Organizing Committee coordinates with the Central Inspection Committee, the Central Party Office and relevant agencies to develop a project to plan the Central Executive Committee, the Politburo, the Secretariat and key leadership positions of the Party and State for the 2016-2020 term.

The Central Inspection Committee coordinates and directs inspection committees at all levels to regularly inspect, supervise and annually report results on cadres under their management in complying with Party and State regulations on cadre work, the Law on Cadres and Civil Servants, and the Law on Public Employees.

The Central Inspection Commission coordinates with the Party Committee of the Government, the Office of the Central Steering Committee on Anti-Corruption, the Supreme People's Procuracy, the Supreme People's Court, the Central Party Office, and the Government Inspectorate to inspect and consider the settlement of cases with information or letters of reflection, complaints, and denunciations, especially urgent cases related to land and corruption that the public is interested in.

The Central Committee for Mass Mobilization coordinates with the Party Delegation of the Vietnam Fatherland Front and relevant agencies to research and develop regulations on: Social supervision and criticism of the Fatherland Front and socio-political organizations; mechanisms for the Fatherland Front, socio-political organizations and people to contribute ideas to Party and government building.

The Central Committee for Mass Mobilization coordinates with the Government Party Committee to guide and inspect the development and implementation of plans for direct contact and dialogue with the people by key officials and elected officials at all levels. On that basis, proactively grasp the thoughts, evaluate and forecast the ideological developments of officials and party members in order to have timely solutions.
