Implementing voluntary social insurance and health insurance collection through the postal system

(Baonghean.vn) - Implementing Official Dispatch No. 141/BHXH-BT dated January 13, 2014 of Vietnam Social Security on piloting the collection of voluntary social insurance (SI) and health insurance (HI) through the Post Office system, on the afternoon of October 9, the Provincial Social Security and the Provincial Post Office held a ceremony to sign a contract for agency collection of voluntary social insurance and health insurance.

The contract is effective from the date of signing until December 31, 2015 and automatically renewed annually unless otherwise agreed by both parties.

According to the contract, Nghe An Post Office acts as a collection agent for the provincial Social Insurance to collect voluntary social insurance and health insurance from self-paying subjects through the postal system and develop the number of these subjects in 21 districts, cities and towns with 480 communes and wards in the province. Collection points are organized at communes, wards and towns, ensuring that each commune, ward and town has at least one collection point, suitable to the conditions of each locality. Every month, postal staff at the collection point, based on the list of voluntary social insurance and health insurance participants of self-paying subjects provided by the district Social Insurance, propagate and mobilize the subjects to continue participating in voluntary social insurance and health insurance and pay according to the registration method; post offices of districts, cities and towns receive, synthesize documents and amounts from postal staff at the collection point and submit them to the district Social Insurance. The service fee that the post office receives is 4% of the actual amount collected from participants through the postal system and has been transferred to the Social Insurance agency. The contract is effective from the date of signing until December 31, 2015 and automatically renewed annually unless otherwise agreed by both parties.
