Implementing the Government's policy to support fisheries development

(Baonghean.vn) -On July 4, 2014, at the Provincial People's Committee Office, the Provincial People's Committee held a meeting to discuss preparations for implementing the Government's policies to support aquaculture development under the chairmanship of Mr. Dinh Viet Hong, Vice Chairman of the Provincial People's Committee.

Attending the meeting were representatives of the leaders of the departments and branches: Agriculture and Rural Development, Planning and Investment, Finance, State Bank of Vietnam, Provincial Branch, Provincial People's Committee Office; Representatives of the People's Committees of districts, cities and towns: Nghi Loc, Dien Chau, Quynh Luu, Hoang Mai, Cua Lo, Vinh city; Representatives of some fishermen who need loans to build new boats; representatives of some shipbuilding establishments in the province; Leaders of the Department of Exploitation and Protection of Aquatic Resources; Representatives of Nghe An Newspaper, Provincial Radio and Television Station.

After listening to the Department of Agriculture and Rural Development report on the preparation for implementing the Government's policies to support aquaculture development and the opinions of the delegates attending the meeting, Comrade Dinh Viet Hong, Vice Chairman of the Provincial People's Committee concluded as follows:

Based on the study of the draft Decree of the Government on a number of policies for fisheries development, in order to promptly and effectively implement the Government's policies to support fisheries development, the Provincial People's Committee requests:

1. The People's Committee of Vinh city and coastal districts and towns directs the People's Committees of communes, wards and towns; coordinates with Fisheries Associations and Branches to widely disseminate the Government's policies to support fisheries development for all policy beneficiaries to know.

2. The Department of Agriculture and Rural Development guides the People's Committee of Vinh city and coastal districts and towns to organize the registration of capital loan needs for building new, converting offshore fishing vessels, offshore fishing logistics service vessels; working capital loan needs for seafood exploitation and providing seafood logistics services of individuals and organizations operating in the province. The registration of capital loan needs is carried out according to the principle: the People's Committee at the commune level confirms the subjects, the People's Committee at the provincial level approves. This content requires the Department of Agriculture and Rural Development to report to the Provincial People's Committee before July 20, 2014.

3. The Department of Agriculture and Rural Development shall preside over and coordinate with the Department of Planning and Investment and the Department of Finance to advise the Provincial People's Committee on developing provincial mechanisms and policies to support investment and development of the fisheries sector.

4. The Department of Agriculture and Rural Development proactively grasps the situation of the Government's policy issuance and implementation instructions of the Central Ministries and Branches to promptly advise the Provincial People's Committee to direct implementation.
