The summary report on Party building work shows that in 2013, although the world and domestic economic situation recovered slowly, natural disasters and floods caused heavy damage to infrastructure, production and people's lives; some complicated incidents occurred, production activities were not favorable... but the Party Committee and people of Nghe An strived to achieve many encouraging results: the economy remained stable and had growth; people's lives were increasingly improved; national defense and security were maintained; the political system was consolidated and improved; the main targets (20/25 targets) met and exceeded the set plan.

During the year, the Provincial Party Committee focused on leading and promoting Party building work, issuing documents to specify and comprehensively direct all aspects of work according to the Resolution of the 17th Party Congress. Directing the preliminary and final review of many policies and resolutions of the Central Committee and the Provincial Party Committee in a number of important areas, especially the review of 10 years of implementing Conclusion 20-KL/T.Ư of the Politburo (Term IX) on Nghe An and submitting to the Politburo for promulgation Resolution No. 26-NQ/T.Ư on the direction and tasks of developing Nghe An province until 2020; mid-term review of the implementation of the Resolution of the Party Congresses at all levels. The quality of the political system's operations has been significantly improved, all levels and sectors have made clear changes in improving the quality and effectiveness of implementing political tasks, actively contributing to the completion of the province's common tasks...

However, in addition to the current achievements, there are some shortcomings that need to be addressed: the province's socio-economic situation still faces many difficulties; the economic scale is still small; budget revenue is still far from budget expenditure; the trend of economic decline compared to some provinces in the region has appeared. The poverty rate is still higher than the national average. Political security and social order and safety are still potentially complicated, especially in special areas.

At the conference, the discussion of representatives of the affiliated Party Committees mentioned solutions to improve the leadership capacity and fighting strength of grassroots Party organizations; solutions to effectively implement Resolution 26-NQ/T.T on Nghe An; solutions to lead the implementation of socio-economic development tasks and some experiences from the grassroots...

In his concluding remarks at the Conference, Comrade Ho Duc Phoc, Secretary of the Provincial Party Committee, acknowledged the efforts of the Party Committee and the people of the province to overcome difficulties to achieve results in all areas in 2013, and at the same time pointed out the limitations that the Party Committee and people of the province need to overcome in 2014.

Regarding the tasks in 2014, it is necessary to focus on implementing well a number of contents: Resolutely and successfully implementing Resolution 26-NQ/T.Ư of the Politburo, specifically the Action Program to implement the Resolution issued by the Provincial Party Standing Committee, including 20 programs and projects; focusing on improving the environment, attracting investment, especially high-tech industrial projects to create economic breakthroughs, targeting the three key economic regions of the province; focusing on hunger eradication and poverty reduction, focusing on building economic models, applying science and technology and mobilizing resources of enterprises, agencies and units; focusing on administrative reform, resolving complaints and denunciations well; focusing on personnel work, focusing on supervising, arranging and using personnel. Taking quality, efficiency and style as criteria for evaluating personnel; Synchronously implement solutions to ensure national defense and security, maintain political security and social order and safety, improve the effectiveness of mass mobilization work, create consensus in society to promote the combined strength of all classes of people.
