Up to now, the Ho Chi Minh City Police Department has prosecuted 53 defendants, including 41 defendants from Saigon Transco Company, 3 subjects consuming smuggled oil, 3 subjects from the company, agents supplying re-exported oil and 6 officers from the Ba Ria - Vung Tau Provincial Customs Department (now the Regional Customs Branch XV).
Previously, the Economic Police Department discovered an organized, sophisticated gasoline smuggling ring that took advantage of the temporary import-re-export policy to make illegal profits.
The investigation agency determined that in March 2022, Le Tan Hoa (49 years old, residing in District 7) established Saigon Transco Petroleum Transport Company Limited, registering to operate in the field of supplying fuel to international ships in the form of temporary import - re-export. Hoa and his accomplices took advantage of the tax exemption policy on re-exported oil supplied to foreign ships to smuggle gasoline.
Specifically, Hoa connected with re-export oil suppliers to be assigned as the transport unit. Then, Hoa directed the delivery staff to negotiate with the ship's captain and chief engineer to buy back a portion of the supplied oil.
This amount of oil was illegally transported to domestic warehouses in Ho Chi Minh City for consumption, thereby illegally profiting tens of billions of dong.
To keep the line running smoothly, Hoa directed Saigon Transco employees to bribe many customs officers to skip inspection and supervision steps.
In January 2024, the Investigation Police Agency initiated criminal proceedings on the crimes of “Smuggling” and “Accepting bribes” and arrested dozens of suspects. To date, the police have arrested many more related subjects and continue to expand the investigation.
