Previously, at around 12:00 on December 4, 2014, the working group of the Drug Crime Investigation Police Department - Ministry of Public Security coordinated with the Drug Crime Investigation Police Department, Hoa Binh Provincial Police, Cao Phong District Police (Hoa Binh), Chuong My District Police (Hanoi) on duty at National Highway 12B through Thu Phong Commune, Cao Phong District (Hoa Binh) and arrested Le Xuan Viet and Nguyen Van Tam while they were illegally transporting 45 heroin cakes. At the police station, Viet and Tam confessed to transporting drugs for hire for Chu Dinh Tuyen and a Chinese woman.
