Eliminate professional dog theft ring in Nghe An - Ha Tinh
(Baonghean.vn) - Recently, in Nghe An and Ha Tinh, there have been consecutive dog thefts, which not only make people panic and worry but also pose many potential risks of disrupting security and order in the area. In this situation, under the direction of the Nghe An Provincial Police, the Criminal Police Department of Nghe An Police has established a special project to combat and eradicate the crime.
Choosing professional dog "hunters"
The group was identified as having 6 members, the mastermind of which was Vuong Van Hong (born in 1986, residing in Vinh Tan ward, Vinh city, Nghe An), who created a cover as the owner of a disguised dog shop (at Vinh market, in Hong Son ward) but in fact all the dogs were stolen by Hong.

To establish a professional "super dog thief" gang, Hong carefully prepared everything from "personnel" to support tools. Hong selected 4 gangsters with criminal records, especially experienced in dog theft, to play the role of "dog hunters" every night and then sell them to Hong.
In addition, there was another accomplice, Doan Chi Linh (born in 1986, residing in Vinh Tan ward), who was hired by Hong for 500,000 - 1 million VND each time he went with Hong to collect dogs.

Every day at 6 p.m., the subjects gather at Hong's house to change clothes, bringing tools such as electric guns, sticks, dog stun guns, bottles, packaging, etc. to hunt.
The 4 subjects directly caught the dogs moving by motorbike. When they discovered a stray dog, they immediately approached it and used an electric gun to shoot it, then stuffed the dogs into pre-punched bags, each bag containing 4-5 dogs. When they caught a certain number of dogs, they would contact Hong and Linh to move a truck to put the dogs in the truck bed.
Every night, the subjects divided into 3 shifts from dusk until the next morning. On average, each night they stole nearly 100 dogs.

During the investigation and arrest of the subjects, the Task Force encountered many difficulties because the subjects were extremely cunning: using fake license plates when acting, constantly changing the location of theft... Notably, the subjects had prepared many means to be ready to fight back against the people as well as the authorities such as: baton guns, pepper spray, chili powder, rubber crossbows,...
After many days and nights of monitoring the movement, in the early morning of July 20, the Task Force arrested 6 subjects at two locations at Hong's private home and dog shop when the subjects were hiding the newly stolen dogs. The seized evidence included 63 live dogs and 9 dogs in a freezer with a total weight of 900 kg, 15 live cats, 1 truck with license plate 37C - 376.37, 4 motorbikes with fake license plates, 1 cone gun with 5 bullets, 100 perforated packages, 3 electric guns, tools for making electric guns, etc.
At the investigation agency, the four dog thieves directly confessed that because they had no jobs and loved to play, they colluded with Hong to steal dogs and then sold them to Hong for 50,000 VND/kg of dog. Hong confessed that he made the electric gun himself, prepared the packaging and gasoline for the subjects to commit the crime.
After collecting the dogs, Hong sold them to ringleaders in Thanh Hoa or supplied them to dog meat shops in Vinh City and Nghi Loc District (Nghe An).

Currently, the investigation agency is completing procedures to handle the subjects in accordance with the provisions of law.
The police agency informs people who have lost dogs or cats in Vinh City, Nghi Loc, Hung Nguyen, Nam Dan, Thanh Chuong and Ha Tinh Province to immediately come to the Nghe An Police Investigation Agency to reclaim their property./.
