For a long time, Tuong Duong district has been considered a drug hotspot in Nghe An. Here, drug criminals are equipped with guns and grenades, often bringing drugs from across the border to set up camps in the forest to buy and sell... According to Colonel Nguyen Xuan Thiem - Head of the Drug Crime Investigation Police Department - Nghe An Police, drug crimes in the border area in recent years have been very sophisticated, aggressive and reckless. Subjects inside and outside the border connect with each other to form a drug trafficking network into Vietnam for consumption. They are equipped with hot weapons such as grenades, AK guns... ready to fight back against the authorities when discovered and raided.

At the top of Pu Huot mountain, Xieng My commune, Tuong Duong district, since 2010, there has been a drug trafficking spot established by Luong Van May (born in 1972), residing in Pieng O village, Xieng My commune, Tuong Duong. Luong Van May is a very cunning subject. After being arrested for illegal drug trafficking in 2008, serving a 2-year sentence, May was released from prison and continued to pursue this illegal path of enrichment.

Taking advantage of the particularly complex terrain of Phu Huot peak - a very rugged terrain, bordering the three districts of Quy Hop, Tuong Duong and Con Cuong, and wanting to access it, there was only one road, Luong Van May and his accomplices set up tents, openly traded drugs day and night, creating a "market" supplying drugs to addicts in the areas of Tuong Duong, Quy Hop, Con Cuong. Every day, at least 40 - 50 people came here to buy drugs. To deal with the authorities, they were equipped with AK guns, grenades, and carefully guarded the outside.

In addition, Luong Van May also carved on a tree trunk more than 200m from his hiding place the words "Buy drugs, stand 200m away from the shack" to make a mandatory regulation that each time retail traders and addicts come to get "goods", they must stand 200m away from the shack and use a code word before selling drugs. When his accomplices sold drugs, May held an AK gun in his hand, ready to fight back against the authorities, causing many difficulties for the forces fighting and sweeping. The police of Tuong Duong, Con Cuong, and Quy Hop districts also organized many sweeps of this complicated location. However, when the authorities withdrew, the drug trafficking situation here broke out again and became more open and brazen.

In order not to let this “boil” last, following the direction of the Provincial Police Department, the Drug Crime Investigation Department of Nghe An Police has established Project 113M to fight and eradicate it. The plan was directly approved by Colonel Nguyen Huu Cau - Deputy Director of the Provincial Police Department, Head of the Investigation Police Department of Nghe An Police and directly directed by Colonel Nguyen Xuan Thiem - Head of the Drug Crime Investigation Department at the scene.

After many days of reconnaissance, on March 16, a task force consisting of the Drug Crime Investigation Police Force of Nghe An Police and the Coast Guard Task Force No. 2 led by Colonel Nguyen Xuan Thiem approached the hill. According to the plan, to avoid detection by the subject, the officers and soldiers cut through the forest to open a path to approach the target. At this time, Luong Van May had just bought drugs from a man named Po in Xop Cut village, Yen Na commune, Tuong Duong district for 10 million VND to retail the goods for sale. At around 10:30 am the same day, when May was sitting selling heroin to addicts, the task force raided and caught him red-handed. Immediately, the subject grabbed the AK gun he was carrying and tried to fight back, but was knocked down and taken away by the police force.

The subjects arrested at the scene also included Kiem Thi Ly Vong (born in 1983) in Cang village, Nga My commune, Tuong Duong and Chuong Van Oanh (born in 1964) in Dinh village, Binh Chuan commune, Con Cuong district - who were Luong Van May's accomplices and assisted May in drug trafficking activities. The seized exhibits included 1 AK gun, 12 bullets, including 1 loaded bullet, 1 pepper spray, 1 knife and 42g of heroin.

Currently, the case is being urgently investigated and expanded to capture the remaining subjects in this drug trafficking criminal ring.

The elimination of a particularly complex drug hotspot at the top of Pu Huot Mountain (Xieng My, Tuong Duong) has contributed to the restoration of security and order, which has been highly welcomed by local people, and has also left many lessons in solving complex "hot spots" of drugs, criminal offenses and social evils. In the coming time, the drug crime situation on this border will continue to have many complicated and unpredictable developments as criminals use more sophisticated, cunning and daring methods and tricks of criminal activity.
