"In addition to actions under the UN Security Council, the United States, Japan and South Korea will consider unilateral sanctions, bilateral sanctions, and even trilateral cooperation against North Korea," Mr. Kim said.

Mr Kim's remarks came after a meeting with Japanese Foreign Ministry officials in Tokyo. Mr Kim said the specifics of the unilateral US sanctions had yet to be decided.

Earlier, on September 9, North Korea conducted its largest nuclear test to date and said it had mastered the technology to mount nuclear warheads on ballistic missiles. This raised a threat that opposing countries as well as the United Nations could not foresee.

The United Nations Security Council later strongly condemned North Korea's actions and said it would immediately take action on the issue. The US, UK and France have asked the Security Council to impose new sanctions soon.
