A signboard lists all the denominations and types of SIM cards, and some places even include promotional campaigns. It is not difficult for customers to see and choose, even while driving a motorbike on the road.

Turning into a coffee shop next to the university training center in the Vinh University area, in front of me was a board with specific denominations and accounts of all types of Viettel, Vinaphone, Mobiphone SIM cards from 20,000 to 120,000 VND. In a flash, I had 2 prepaid mobile SIM cards in my hand. The shop owner said: "You just need to insert the SIM card into your phone and you can call right away". I asked: "So you don't need to activate it?". She said: "It's already activated". According to the owner of a phone repair shop, you just need to register an impersonation, using any ID number to register a SIM card to use. It can be seen that buying a prepaid mobile phone SIM card is not difficult nowadays.
Easy and profitable for business, consumers can buy mobile sim easily, the operations are very simple, do not have to go through many steps like at the registration points of telephone networks. In addition to an original phone sim, use an additional prepaid sim to pay for cheaper call costs, when the money in the account is used up, it is no longer used, this phone sim is often called a "call" sim.
However, due to lax management recently, customers of some reputable networks such as Viettel and Vinaphone often receive messages of unknown origin, spam messages, and even phone terrorism (calls, messages) or fall into scams. This has caused confusion and anxiety for owners of registered, managed phone SIMs. Mr. Nguyen Van Son in Block 7, Trung Do Ward, was upset: "Many times I received promotional messages, winning prizes, each message cost 8,000 - 15,000 VND. Faced with that reality, the Ministry of Information and Communications issued Circular No. 04/2012/TT-BTTTT, dated April 13, 2012, regulating the management of prepaid mobile subscribers. In which, Article 5 clearly states prohibited acts. Hopefully, after June 1, 2012, the Circular will take effect, the management of the prepaid mobile phone SIM market will be rectified, the prefixes will be strictly managed, bringing confidence to customers. However, for the Circular to come into effect, it requires the authorities, including all levels of government, to take drastic action, strengthen business management, and at the same time, the network operators must show goodwill, join hands for development and healthy competition.
