Nationwide, there were 1,616 fires and 10 explosions.
The report of the Ministry of Public Security shows: From December 15, 2022 to October 15, 2023, there were 2,927 cases nationwide.on fireand fire incidents (including 1,616 fires), killing 134 people, injuring 101 people, property damage estimated at over 229 billion VND and 207 hectares of forest. There were 10 explosions, killing 5 people, injuring 18 people. Of these, 50 fires caused serious human damage, killing 134 people, injuring 64 people.
Major fires causing serious damage mainly occur in provinces and cities with rapid socio-economic development and urbanization, with many industrial zones, concentrated in establishments producing and trading flammable goods; fires causing serious human damage mainly occur in private homes, houses combining production and business, and multi-apartment housing (mini-apartments). Particularly serious was the mini-apartment fire on September 12, 2023 in Thanh Xuan district, Hanoi, which killed 56 people.

Compared to the first 10 months of 2022, the number of fires and fire incidents decreased by 1,367 cases but increased by 36 deaths, 22 injuries, and property damage decreased by more than 337 billion VND. The number of explosions decreased by 3 cases, the number of deaths decreased by 3 people. Causes of fires: Due to system failures, electrical equipment accounted for 61.6%, due to careless use of fire sources, electricity sources 16.6%, due to violations of fire safety regulations 0.9%, in addition to causes such as technical incidents, impacts of natural phenomena...
Although the fire and explosion situation has been reduced, it is still complicated. There are many problems: A large number of agencies, organizations, businesses and people are not aware of the importance of fire prevention and fighting. Some investors still do not comply with regulations on fire prevention and fighting, many projects have not been granted acceptance documents on fire prevention and fighting but have been put into use.

“After each fire, everyone is heartbroken and saddened, but the movement in awareness and action in enforcing laws on fire prevention and fighting to proactively review and immediately overcome existing problems in agencies, factories, businesses, establishments, and households is still slow, irregular, and not continuous,” the Government leader stated.
Meanwhile, investment in infrastructure for this work is still limited; equipment for the fire prevention, fire fighting and rescue police force is still very modest, not commensurate with the requirements and tasks, especially personal equipment to ensure the safety of firefighters is still very limited. Some ministries, branches and localities have not really paid attention to and performed drastic tasks in accordance with their roles and responsibilities.
Fire prevention is the first important measure.
At the conference, representatives of leaders of provinces, cities and related ministries and branches pointed out the current difficulties in fire prevention and fighting, and proposed a number of issues such as: Proposing to review regulations, develop solutions suitable to the characteristics of each locality; updating the fire prevention and fighting program to organize training for the police force of communes and wards; creating conditions for fully equipping fire prevention and fighting equipment.
Building a legal system on fire prevention and fighting in the direction of equipping skills and means, thereby guiding facilities and people to equip themselves to meet requirements is the most important, along with strengthening inspection and handling of violations according to regulations, assigning and clarifying the responsibilities of ministries and branches in fire prevention and fighting work...

The Ministry of Public Security also proposed that the Prime Minister direct ministries, branches and localities to carry out a number of tasks such as: Completing housing standards; issues of water supply for fire fighting, construction permits; completing amendments and supplements to the Electricity Law, strengthening propaganda and guidance on fire prevention and fighting in electricity use, reviewing fire prevention and fighting conditions...
Concluding the conference, Prime Minister Pham Minh Chinh requested: Provinces and cities need to clarify and enhance the leadership role of local Party committees and authorities. Find out the root causes leading to the complicated situation of fires and explosions in order to propose appropriate and effective solutions. Consider fire prevention as the first important measure, along with that is to promote propaganda and training in fire prevention and fighting skills. Focus on a number of important and urgent issues such as: Training to improve escape skills for people; focus on propaganda to change people's behavior in fire prevention and fighting; use resources effectively.
"Fire prevention, fire fighting and rescue work must be under the leadership of the Party, the strict and effective management of state agencies and the active participation of people and businesses," the Prime Minister emphasized./.
