Beijing police said they arrested a 23-year-old man surnamed Guo from Hebei Province and a 25-year-old man surnamed Xia from Heilongjiang Province while they were in Cangzhou City, Hebei Province. The two men reportedly admitted to blocking and snatching the flag of Japanese Ambassador Uichiro Niwa's car earlier, Xinhua reported.
According to Chinese law, Guo and Xia will be detained, while the driver surnamed Liu, who drove the second car that blocked the Japanese ambassador's vehicle, will only be warned by the authorities.
The incident, which Japan considers a "diplomatic attack," occurred at around 4 p.m. Beijing time on August 27, when Japanese Ambassador to China Uichiro Niwa was traveling in his embassy car when he was suddenly blocked by two other cars.
A young Chinese man jumped out of one of the cars and snatched the Japanese flag. He then immediately got into his car and left the scene, according to the Japanese embassy staff.
Responding to the flag-snatching incident in which the Japanese ambassador's car was carrying his flag in his home country, Mr. Uichiro Niwa said they had sent a protest document to the Chinese government, because the flag-snatching incident by a foreign diplomat in his home country was a "quite serious diplomatic event."
