In late 2012, Chinese President Xi Jinping announced a war against violations in the administrative apparatus, especially abusive practices for personal gain, which caused public discontent.

Xi Jinping has called for a reduction in meeting time, cutting down on unnecessary formalities, extravagance and lengthy speeches.

Since his debut at last year's Communist Party congress, new General Secretary Xi Jinping and other top leaders have made numerous statements about fighting corruption and better serving the people.

During a visit to the Central Party School in 2010 when he was vice president, Mr. Xi commented that “officials’ speeches must be greatly improved, as they are currently full of meaningless platitudes”./.
