Previously, in his opening speech at the Conference, General Secretary Nguyen Phu Trong affirmed: Innovation and improvement of the local government organization model is a very important issue for the cause of innovation, improvement, and enhancement of the effectiveness and efficiency of the operations of the Socialist Republic of Vietnam, which has been studied, discussed, and contributed opinions by a large number of cadres, party members, and people.
The General Secretary said that the Central Executive Committee had also met many times to discuss the process of drafting the 2013 Constitution and to summarize the pilot implementation of not organizing People's Councils at district, ward and commune levels in recent years. However, because this is a new and difficult issue, there are still different opinions.
At this Conference, the Politburo submitted to the Central Committee for further consideration and comments on this important issue, especially the selection of a local government organization model to guide the National Assembly's consideration and promulgation of the Law on Organization of Local Government at the upcoming 9th Session of the 13th tenure.
The Politburo's report clearly stated the work that has been implemented since the 9th Central Conference of the 11th tenure; synthesized different opinions and proposed options for the Central Committee to consider and select.
The General Secretary asked the delegates to carefully consider the advantages, disadvantages, feasibility and suitability of each option. Pay attention to analyzing and evaluating the correctness and suitability of the proposals in relation to the characteristics of rural, urban, island and special administrative-economic units by clearly and specifically stipulating in the Law the differences in functions, tasks, powers, decentralization and delegation of authority to local authorities at all levels in line with the reality of geographical, population and socio-economic characteristics between localities and territories.
The General Secretary suggested: "Is it necessary for rural authorities to focus on enhancing their tasks and comprehensive territorial management powers at all three levels; for urban authorities to strengthen their tasks and powers in managing sectors and fields with appropriate decentralization and delegation between the city level and the town, district, and ward levels; for the organization and operation of authorities in special administrative-economic zones to be regulated in a separate law?..."
