The Central Committee introduces candidates for three key positions.
At the 2nd Central Conference of the 12th tenure which just concluded on the afternoon of March 12, the Central Executive Committee affirmed that it is necessary to promptly complete and rearrange the leadership positions of state agencies in a synchronous manner, promptly meeting the requirements of implementing the Resolution of the 12th National Congress of the Party; agreed to complete the leadership positions of state agencies at the 11th session of the 13th National Assembly (scheduled to open on March 21) according to the Party's regulations and the State's laws.
The Central Committee voted to introduce candidates for the positions of President, Prime Minister, and National Assembly Chairman, which are key leadership positions of our State, with a very high concentration of votes. At the same time, the Politburo reported to the Central Committee for opinions before the Politburo officially introduced candidates for other positions for the National Assembly to consider, elect, or approve according to the provisions of the Constitution and laws.

General Secretary Nguyen Phu Trong emphasized: Based on the results of the Central Executive Committee's voting and personnel introduction, the Politburo will direct the relevant agencies to continue to complete the plan to introduce candidates for leadership positions in state agencies to prepare for submission to the National Assembly, both ensuring the principle of the Party's unified leadership of personnel work and personnel management in the political system, and in accordance with the provisions of the Constitution and laws on the organization of state agencies.
Of the 19 members of the 12th Politburo assigned to work after the 12th Congress, in addition to General Secretary Nguyen Phu Trong who was re-elected, 7 people have received new responsibilities: Standing member of the Secretariat Dinh The Huynh, Head of the Central Inspection Commission Tran Quoc Vuong, Head of the Central Organization Commission Pham Minh Chinh, Head of the Central Mass Mobilization Commission Truong Thi Mai, Head of the Central Propaganda Commission Vo Van Thuong, Secretary of the Hanoi Party Committee Hoang Trung Hai and Secretary of the Ho Chi Minh City Party Committee Dinh La Thang.
The remaining 11 Politburo members will be introduced as candidates for three key leadership positions of the State: President, Prime Minister, and National Assembly Chairman at the 11th session of the 13th National Assembly, as well as await assignment of tasks.

How to elect the President, Prime Minister and Chairman of the National Assembly?
The 2013 Constitution and the 2014 Law on Organization of the National Assembly stipulate that the National Assembly is the highest representative body of the people and the highest state power body of the Socialist Republic of Vietnam.
The National Assembly exercises constitutional and legislative powers, decides on important national issues, and conducts supreme supervision over state activities.
At the first session of the new National Assembly, the National Assembly elects the Chairman of the National Assembly, Vice Chairmen of the National Assembly and members of the Standing Committee of the National Assembly from among the National Assembly deputies according to the list of nominations for each position by the Standing Committee of the previous National Assembly.
The President is the head of state, representing the Socialist Republic of Vietnam in domestic and foreign affairs. The President is elected by the National Assembly from among its deputies upon the proposal of the National Assembly Standing Committee.
In addition to the list proposed by the National Assembly Standing Committee, National Assembly deputies have the right to nominate additional candidates or run for the position of President; the nominated candidate has the right to withdraw from the list of candidates.

The Government consists of the Prime Minister, Deputy Prime Ministers, Ministers and Heads of ministerial-level agencies. The structure and number of Government members are decided by the National Assembly.
The Prime Minister is the head of the Government, responsible to the National Assembly for the Government's activities and assigned tasks; reports on the work of the Government and the Prime Minister to the National Assembly, the National Assembly Standing Committee, and the President. The Prime Minister is elected by the National Assembly from among the National Assembly deputies at the proposal of the President.
In addition to the list proposed by the President, National Assembly deputies have the right to nominate or self-nominate for the positions of Vice President, Prime Minister, Chief Justice of the Supreme People's Court, or Chief Prosecutor of the Supreme People's Procuracy; the person nominated as a candidate has the right to withdraw from the list of candidates.
Article 29 of the National Assembly Session Rules states that after being elected, the President, National Assembly Chairman, Prime Minister, and Chief Justice of the Supreme People's Court must swear allegiance to the Fatherland, the People, and the Constitution./.
The Rules of the National Assembly Session stipulate: In the case of voting to elect positions in the state apparatus, the person who receives more than half of the votes in favor of the total number of National Assembly deputies and receives more votes in favor is elected. In case of election of the same position where many people receive the same number of votes and more than half of the votes in favor compared to the total number of National Assembly deputies, the National Assembly shall vote again on the election of this position among those who receive the same number of votes. Among those put to a re-vote, the person with the most votes is elected; if after a re-vote many people still have the same number of votes, the older person is elected; The approval of positions in the State apparatus must be approved by more than half of the total number of National Assembly deputies voting; The dismissal, removal from office; approval of dismissal, removal from office must be approved by more than half of the total number of National Assembly deputies voting.
