Before the question and answer sessions of the second session of the 13th National Assembly: 5 major issues on people's livelihood
Before the question-and-answer sessions starting on the morning of November 23, many important reports were sent by the Government to National Assembly deputies to provide "hot" information that voters and deputies are interested in.

According to the Report on the situation and synchronous and strong solutions to effectively prevent and repel traffic accidents nationwide and traffic congestion in major cities, on average in Vietnam in the past 5 years, each year there have been 11,929 deaths and 9,290 injuries due to traffic accidents. With such huge losses in human life and property, traffic accidents can be considered a "national disaster" that the entire political system needs to resolutely join hands to reduce.
To achieve the goal of reducing the number of accidents, deaths and injuries caused by traffic accidents by 5%-10% annually, the Government has clearly stated many specific solutions. That is to continue to perfect the system of legal documents on traffic safety and order, ensuring consistency and strong deterrent solutions; building strong enough sanctions for administrative violations and increasing the level of penalties for administrative violations in the field of traffic...
Responsibility of the Ministry of Transport in the Vinashin case
Regarding the Vietnam Shipbuilding Industry Group (Vinashin), according to the report of the Ministry of Transport, the responsibility of the ministry has been clearly stated in the conclusion of the Government Inspectorate. That is, it has not resolutely taken timely and effective measures to request the Board of Directors of Vinashin to develop and submit to the Prime Minister for promulgation of the charter of organization and operation, appoint or hire a general director; has not promptly detected weaknesses and intentional violations in the group's operations to proactively request competent agencies to report to the Prime Minister for prevention and handling.
The Ministry has guided Vinashin to complete the dossier for the Ministry to appraise, submit and have the Prime Minister approve the charter of organization and operation of the parent company - Vinashin and decide to reorganize the board of members and general director of the group. After a year of restructuring, the Ministry has guided and closely coordinated with Vinashin, directly removing difficulties for the group to gradually stabilize production and business.
Without the stabilization fund, inflation would be even higher!
That is the affirmation of the Ministry of Finance on the management of gasoline prices. The Ministry explained that if the fund is not used, it is mandatory to adjust the gasoline price to increase (by the level of fund use), which will directly increase the consumer price index from 0.33% to 0.494%. Although admitting that the fund allocation at enterprises is not transparent, and enterprises can easily use it for business purposes, the Ministry of Finance still recommends maintaining the fund, affirming that it will conduct post-audit and finalize at the end of the year.
Up to now, because the price of gasoline and oil has not yet taken into account all the factors that make up the base price, it is still not possible for the main trading enterprises to register and decide on their own prices. However, the Ministry of Finance will consider amending the base price calculation cycle to 10 days to better match the frequency of price adjustment, instead of 30 days as at present; at the same time, research on taking profits out of the base price to calculate the profit and loss of gasoline and oil trading enterprises; supplementing regulations on inspection, auditing, publication, information transparency and sanctions for violations...
Re-evaluation of red mud pond design
According to the Summary Report on the implementation of promises through questioning activities at the 8th session of the 12th National Assembly, the Ministry of Industry and Trade said that it has directed the investor to hire an experienced and reputable foreign consulting unit to re-evaluate the design of the Tan Rai red mud lake. The Ministry has also organized many survey and research teams to draw lessons on ensuring safety for bauxite projects. Currently, the environmental impact assessment report is being appraised and is expected to be submitted to the Prime Minister in November 2011.
The report frankly acknowledged that the recent caustic soda leak at the Lam Dong bauxite-aluminum complex project was regrettable, mainly due to the awareness of the construction workers. Thanks to timely remediation, according to initial assessments, the level of impact on the environment was insignificant.
The Ministry of Industry and Trade has also requested relevant agencies to seriously review, learn from experience, promptly overcome the consequences of the incident, and compensate for damages (if any) for affected households; at the same time, promptly establish and approve measures to prevent and respond to chemical incidents according to regulations.
Non-core investment of state-owned enterprises
According to the report of the Ministry of Finance, by the end of 2010, state corporations and groups had invested 3,576 billion VND in securities, 2,236 billion VND in insurance, 5,379 billion VND in real estate, 495 billion VND in investment funds; the banking sector alone was outstanding with 10,128 billion VND.
The Ministry of Finance’s report also said that state-owned corporations and groups have restructured to gradually reduce their capital contribution ratios in the above-mentioned fields. However, divestment in these fields has not yet fulfilled the Government’s target. The Ministry will submit to the Government a decree on state capital investment as ownership by the end of 2011. Initially, this content was expected to be legalized but will now only be regulated in a decree.
