Head of the Central Organizing Committee: Nghe An does a good job of building job positions

In the first 9 months of 2018, with a proactive spirit, high determination, and actively following the conclusions of the industry, the Central Organizing Committee urgently deployed tasks to ensure progress, quality, and high results such as: focusing on advising the Party Committee to implement topics and projects; actively implementing the resolutions of the 6th Central Committee (12th tenure) associated with streamlining the payroll, restructuring the team of cadres, civil servants, and public employees in the spirit of Resolution No. 39 - NQ/TW of the Politburo.

After 3 years, the number of civil servants, public employees, contract workers 68, some other contracts, and part-time workers at the commune level decreased by 85,600 people, equivalent to more than 3%; the number of people receiving allowances in villages and residential groups decreased by 47,324 people, equivalent to 5.61%. The total number of people in the entire political system decreased by 132,354 people, equivalent to 3.51%.

Coordination and professional exchange within the industry are increasingly systematic and effective; the reporting regime is strictly implemented. Many difficulties and obstacles in the work of Party building and organization have been gradually resolved; timely advice has been given to the Politburo and the Secretariat to issue documents to remove obstacles and difficulties for the grassroots to implement.

At the conference, the opinions expressed focused on agreeing with the draft report presented by the Central Organizing Committee, both on the good and bad aspects, the causes and some proposed tasks and solutions; and agreed on the key points that need to be focused on for leadership and direction in the entire industry until the end of 2018.

In his concluding remarks at the conference, comrade Pham Minh Chinh reviewed the highlights of Party building and organization work and some lessons learned in the first 9 months of the year and the third quarter of 2018.

Regarding the tasks in the fourth quarter of 2018, comrade Pham Minh Chinh requested the Party Organization and Building sector to prepare to implement the Resolution of the upcoming 8th Central Conference (12th tenure), including many tasks related to the Party Organization and Building sector; deploy sub-committees to prepare for Party congresses at all levels, towards the 13th National Party Congress.

The Head of the Central Organizing Committee also emphasized that the entire industry must continue to promote the spirit of innovation, daring to think, daring to do, daring to take responsibility for the common interest under the direction and leadership of Party committees at all levels; focusing on research and application of science and technology in leadership, direction and operation and in Party building organization.

Along with that, the industry also needs to continue to do well in political and ideological work; work on cadre policies, especially cadres affected by the implementation of Party resolutions; advise Party committees to synchronously and effectively deploy Central Resolutions 4, 6, 7 (term XII), plans and conclusions of the Politburo, and regulations of the Secretariat.

Head of the Central Organizing Committee Pham Minh Chinh also emphasized the need to continue building effective job positions, praising the approach of Hai Phong City and some other localities such as Nghe An and suggesting a summary, replication and study by other localities.

In the last 3 months of the year, comrade Pham Minh Chinh suggested that the industry should continue to focus on advising on the quality completion of projects, programs, plans and tasks of 2018, in which special attention should be paid to 6 lessons learned, 8 groups of tasks and solutions at the conclusion of the 2018 Party Building Industry Conference;

Continue to carry out regular tasks of Party building and organization; prepare to summarize 2 years of implementing Resolution 4 of the Central Committee (12th tenure) on strengthening Party building and rectification; prevent and repel the degradation of political ideology, ethics, lifestyle, manifestations of "self-evolution" and "self-transformation" within the Party and 1 year of implementing Resolution 6 of the Central Committee (12th tenure) "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently".

The Head of the Central Organization Committee also requested to continue to carry out well the work of cadres according to the motto: correct procedures, standards, criteria, and principles of the Party; carry out well the work of organizing the Party and Party members; protect internal politics; build a team of cadres with the spirit: The organization seeks cadres, not letting cadres seek the organization.

Besides, he emphasized the need to continue to build cadres in the whole industry who are "loyal, honest, pure, exemplary, and proficient"; besides, the industry needs to continue to pay attention to research work, summarize practices to supplement theories on Party building organization work; innovate propaganda and mobilization work on Party building organization, in which it is necessary to pay attention to participating in the "Golden Hammer and Sickle" award; strengthen specialized supervision and inspection.
