Head of the Central Organizing Committee: After abolishing district-level police, we will consider restructuring the procuracy and people's courts.

The Head of the Central Organizing Committee stated that, with the upcoming cessation of district-level police operations, the organizational structure and operations of the People's Procuracy and People's Courts must be studied and reported to the competent authorities for planning and implementation this year.

On the morning of February 13th, during group discussions on the draft Law on Government Organization and the Law on Local Government Organization, the Head of the Central Organization Committee, Le Minh Hung, provided several noteworthy pieces of information related to the restructuring and streamlining of the apparatus.

The Head of the Central Organizing Committee stated that Resolution 18 of the 12th Central Committee, issued in 2017, has very clear and precise objectives, content, and roadmap. In practice, its implementation in the past two months has yielded many positive results.

Building on the achievements of the past, this new approach, with its highly unified implementation method from the central to local levels, has created a high level of consensus.

"This step confirms that the Central Committee's decision is very accurate, based on scientific, practical, legal, and political grounds," Mr. Hung affirmed.

The Head of the Central Organizing Committee stated that the purpose of this National Assembly session is to further refine the legal system so that after the unification of the new organizational structure of the political system, regulations will be issued, amended, and supplemented to help the new apparatus operate more effectively, with higher quality, and without interruption.

Continue to reorganize administrative units and reduce intermediate administrative levels.

He also stated that the recent Central Committee Resolution No. 121 requires further research into the restructuring of administrative units, reducing intermediate administrative levels, in accordance with practical realities, expanding development space, and strengthening local resources.

Recently, the Central Committee not only approved the new organizational structure but also set very high requirements and tasks. Therefore, there are many more tasks that need to be implemented in the coming period.

According to Mr. Hung, after the new apparatus comes into operation, relevant agencies such as the Central Organization Department, the Ministry of Interior, the Government Party Committee, and the National Assembly Party Committee must conduct a comprehensive review and assessment to see if the new apparatus is operating smoothly.

Simultaneously, a comprehensive review of staffing levels from the central to local levels will be conducted, linking the new functions and tasks of agencies and organizations, with Party committees and heads of units assessing the capacity and qualifications of staff in relation to job positions. This will then lead to a review of staffing levels and the issuance of new staffing decisions.

In addition, the Party Committee of the Vietnam Fatherland Front must lead and direct further research into the internal structure of mass organizations.

The Head of the Central Organizing Committee noted that in many places, central and local press agencies have done a very good job of merging newspapers with television stations and should continue to do so.

"When the police force ceases operations at the district level, the organizational structure and operations of the People's Procuracy and People's Courts need to be studied and reported to the competent authorities for consideration. This must be implemented this year," Mr. Hung emphasized.

The Head of the Central Organization Department stated that this year, regulations on recruitment, utilization, evaluation, and remuneration of cadres must also be reviewed, refined, and supplemented to ensure they are in line with the requirements of the tasks in the new situation.

He added that the Central Committee requested research on improving the effectiveness of socio-political organizations and mass associations assigned tasks by the Party and the State.

"Therefore, the recent step was just the first step. There are still many tasks to be done this year and after the Party Congress. Some tasks require amending Party regulations and State laws to continue implementation, aiming to complete the overall model of a political system that operates efficiently, effectively, and effectively to serve national development in the new situation as quickly as possible," Mr. Hung said.
