Head of V-League Organizing Committee reprimanded, Thanh Hoa disciplined
After careful consideration and analysis, the VFF Disciplinary Board decided to reprimand Mr. Tran Duy Ly - Head of the V-League 2013 Organizing Committee as well as impose disciplinary action on Thanh Hoa Club.
The incident originated in the match where Thanh Hoa lost to XMXT.SG with a score of 1-2 right at home in round 17 (July 28, 2013). This match had a controversial situation when Duc Linh scored (minute 84). Before that, Moses, the player who passed the ball to Duc Linh, had a situation of saving the ball on the sideline. This was a very sensitive situation. Thanh Hoa claimed that the ball had gone out of bounds but the referee ruled that the ball was still in play.
After conducting a review, the VFF Disciplinary Board has made a decision against the Thanh Hoa Club match organizer and the V-League Organizing Committee Head, Mr. Tran Duy Ly. Specifically as follows:
Warning and fine of 20,000,000 VND (Twenty million VND) for the Organizing Committee of the Thanh Hoa Club match for violating Clause 2 and Point b Clause 3 Article 68 of the Disciplinary Regulations of the Vietnam Football Federation in the match between Thanh Hoa Club and XMXT.SG Club in the 17th round, July 28, 2013 at Thanh Hoa Stadium. Also related to this match, Mr. Tran Duy Ly - Head of the Organizing Committee of the V-League 2013 was reprimanded for violating Clause 13 Article 35 of the VFF's Professional Football Regulations.
Moses' save caused controversy
In addition to the above two Disciplinary Decisions, the VFF Disciplinary Board also sent Official Dispatch No. 740/LĐBĐVN to Thanh Hoa Club, requesting that this Club comply with the Professional Football Regulations when participating in professional football tournaments.
Specifically, the VFF Disciplinary Board requires Thanh Hoa Club to properly fulfill the responsibilities of a club when participating in the national professional football tournament as stipulated in Article 37 and other relevant regulations in the Professional Football Regulations 2013; requires Thanh Hoa Club to make recommendations, proposals, information, and statements to the public regarding specific cases to VFF and the Organizing Committee of the national professional football tournament in accordance with the criteria and regulations of VFF.
