Nghe An Political School: Improving the quality of training and fostering cadres

(Baonghean) - In recent years, the Party Committee of Nghe An Provincial Political School has taken many solutions to improve the quality of teaching and learning, successfully completing assigned political tasks. That is to organize training and fostering of leaders and managers of the grassroots political system, local officials and civil servants in political and administrative theory.

The highlight, in the term 2010 - 2015, together with the leadership of the Party Committee, the proactive and creative management and operation of the Board of Directors and the effective demonstration of the role of the Party cells and faculties closely following the requirements of training and fostering (DT, BD) of cadres in the province. The Party Committee has determined the direction, tasks and directed the Party cells of the faculties and functional departments to advise the school to develop timely and accurate training and fostering plans to meet the needs of opening classes with large numbers and increasingly diverse types. Exceeding the targets and plans for opening classes assigned by the Provincial Party Committee and Provincial People's Committee, the number of classes has been maintained stable annually from 60 - 76 classes. The structure of training and fostering types has been flexibly adjusted to meet the requirements of training and fostering cadres of the grassroots. Focus on leadership to strengthen management of teaching and learning activities, gradually improve the quality of enrollment and class opening, effectively implement the motto of diversifying training and education types, valuing professional skills, connections, and application to practical work suitable for all types of cadres.

The Party Committee has assigned Party Committee members to monitor, urge and direct the Party cells of departments and divisions in the work of advising on planning, proposing new measures and methods to improve the quality of training and education. Continue to implement the policy of prioritizing the training of political-administrative in-service training and students from mountainous districts, ethnic minorities, and female cadres according to Project 02 of the Provincial Party Committee. Direct the continued implementation of Resolution No. 22/NQ of the Party Committee of the school (term VI) "On improving the quality of training and fostering cadres of Nghe An Political School"; issue Resolution No. 35/NQ-DU on "Applying active teaching methods in teaching at Nghe An Political School"... In particular, pay attention to linking theoretical training with research, summarizing practices, improving the content of the teaching program in a practical direction, focusing on closely following practical requirements to equip students with the necessary knowledge and skills with the motto "learning goes hand in hand with doing"; Promote thinking ability, creatively apply theoretical knowledge to solve practical problems in life.

During the past term, the Party Committee has led scientific research, summarized practices, gradually put them into order, and the quality has improved significantly. Many staff of the school have carried out topics, projects, and transferred science and technology, contributing to socio-economic development. The number of topics implemented each year has been maintained stably, and the research content has become increasingly practical, serving the work of training, BD, or linked to the programs and projects of the province.

From 2010 to 2014, 25 scientific topics and projects were completed; many topics were applied and effectively served the political tasks of the school. Some topics and projects contributed to advising and proposing effective solutions for the province on training and fostering cadres; Party building and political system building. During the term, 3 school-level scientific seminars and 1 provincial-level seminar were organized, bringing about very practical results such as: Seminar "Linking theory with practice in teaching political theory today"; Seminar "Strengthening mass mobilization work in Nghe An province in the new situation"; Provincial-level scientific seminar on "The role of the grassroots political system in Nghe An in organizing and mobilizing people to build new rural areas".

In addition, the school also organizes many seminars, professional activities, thematic reports, and organizes useful field research trips to localities in the country and abroad, helping staff and lecturers grasp and draw valuable experiences to serve their work.

In recent years, from the Party cell to the Party Committee, there have been positive changes in awareness and ideology, implementing specific contents on administrative reform in schools... The Party Committee determines that the organization of studying and researching Resolutions and Directives of the Central and the province is always associated with the implementation of the political tasks of the school. The Party Committee has taken care of educating awareness of Marxism-Leninism and Ho Chi Minh's thought. Timely propagating, disseminating and thoroughly grasping the Party's Resolutions and the State's legal policies for cadres and Party members. Being proactive in leadership, combining professional training with improving the level of political theory for the contingent of cadres and Party members, first of all, cadres in the planning, cadres in charge of departments and divisions. Every year, associated with the work of training and admitting the Party, this is considered one of the important measures to improve the quality of the contingent and the quality of political and ideological education work of the Party Committee.

One of the tasks that the Party Committee focuses on leading is to take good care of the work of organizing cadres, implementing the process of evaluating, promoting and appointing cadres, both overcoming weaknesses in the system and at the same time motivating and encouraging young cadres and cadres with many contributions, to feel secure and enthusiastic about their work. The Party Committee and the School Board of Directors focus on directing the completion and consolidation of the apparatus of departments and subject groups with sufficient numbers and professional qualifications suitable to the development requirements of the school. Currently, the school has 43 masters, 15 bachelors (of whom 2 are studying for a master's degree), 32 people with advanced political theory qualifications, 19 people with intermediate political theory qualifications, and 43 lecturers trained in active teaching methods organized by the Ho Chi Minh National Academy of Politics. The school has sent 18 cadres in the planning to receive training to improve their political theory qualifications. In particular, during the term, 11 lecturers were assigned to do 6-month field trips at district-level units and professional departments of the department. Up to now, those who were sent back are performing their tasks well...

From the achieved results, the 8th Congress of the Party Committee of Nghe An Political School determined the general theme and direction for directing the Party building work for the entire term 2015 - 2020 as: "Improving the leadership capacity and fighting strength of the Party Committee; improving the quality of cadres and Party members, especially the teaching staff; strengthening solidarity, promoting democracy; continuing to innovate the leadership methods of the Party organization; leading the implementation of political tasks well, striving to build a clean and strong Party Committee and Party cells associated with building a comprehensively developed school".

The Congress of the Party Committee of Nghe An Provincial Political School for the new term will focus on discussing and agreeing on basic and strategic solutions in implementing the school's political tasks; successfully implementing the content of the project of the Provincial Party Standing Committee on building and comprehensively developing Nghe An Political School from now until 2020, with a vision to 2030. Continuing to maintain the title of a clean and strong Party Committee, bringing the school to comprehensive development, on par with its tasks.
