Following President Ho Chi Minh's teaching that a mass mobilization cadre "must think, see, listen, walk, speak, and work", comrade Vi Van Tu did not hesitate to spend a lot of time going to the grassroots, listening to opinions, and mobilizing people to actively convert dry fields with lack of water, unstable rice cultivation, and fertile land to grow crops with high economic value.

Since 2012, together with the Party Committee Standing Committee advising the Party Committee to issue a resolution directing the conversion of rice-growing land and alluvial land to growing crops such as squash, watermelon, etc., to make a breakthrough in economic development. Thanks to this correct policy, along with the real participation of the staff, especially the exemplary role of the head of the mass mobilization block who wholeheartedly devoted himself to the people, the households have boldly accepted the bidding for alluvial land to develop economic models of livestock farming combined with planting high-yield, high-income crops. As a result, in 2 years (2013 - 2014), the whole commune has converted 101 hectares of alluvial land including 7 villages and hamlets: Cang, Xieng, Thai Son 1, Thai Son 2, Tan Son, Cua Rao, Nam Son. The average value of the shifting area is many times higher than that of rice, contributing to hunger eradication and poverty reduction for Mon Son land, which is one of the bright spots of the Democratic Regulations in mobilizing people to consolidate and exchange plots according to Directive 08-CT/TU of the Provincial Party Standing Committee.

With practical work, Head of the Mass Mobilization Block, Vi Van Tu, has contributed to building the commune party committee for many consecutive years to achieve the title of Strong Party Committee, the Fatherland Front and mass organizations have been ranked excellent by superiors, especially the commune Women's Union has been awarded certificates of merit and emulation flags by the Central Committee of the Vietnam Women's Union for many consecutive years.
