Department Head has 'extramarital' relationship with Deputy Department Head, both disciplined
The head of the Urban Management Department had an "extramarital" relationship with the deputy head of the Finance and Planning Department of Vi Thanh City. The incident was discovered, the Vi Thanh City Party Committee's Inspection Committee got involved, and as a result, both were disciplined.

Mr. Huynh Van Thong - Deputy Head of the Inspection Committee of Vi Thanh City Party Committee (Hau Giang Province), said on the afternoon of August 16 that the City Party Committee had just issued a disciplinary decision to reprimand Mr. Tong Buu Anh Phuong - Head of the Urban Management Department of Vi Thanh City.
Mr. Phuong violated the ethics of life, having an illicit relationship with a married woman, Ms. Pham Ngoc Chuc, deputy head of the Finance and Planning Department of Vi Thanh City. Mr. Phuong is also the Party Secretary of the Urban Management Department.
According to Mr. Thong, when hearing public opinion about this relationship, the City Party Committee's Inspection Committee stepped in. During the inspection, Mr. Phuong admitted to the violation, was honest, and cooperated, so he was given mitigating circumstances according to Article 4, Regulation 102, which regulates disciplinary action against violating party members.
"Mitigating circumstances were reported to the Party Executive Committee, the Standing Committee of the City Party Committee and approved by secret ballot," Mr. Thong explained.
Regarding this incident, Mr. Thong said that previously, the Inspection Committee of Vi Thanh City Party Committee had implemented a disciplinary decision to reprimand Ms. Pham Ngoc Chuc.
