Ha Huy Tap 2 Primary School (Vinh City) returns advance payment to parents

(Baonghean.vn) -On September 9, we received a petition from parents of Ha Huy Tap 2 Primary School (Vinh City, Nghe An) reflecting: The school had printed two forms (one for 4 months of semester 1 and one for 5 months of semester 2) and sent them to parents for them to sign to "voluntarily register" to prepay the second-session tuition and boarding management fees for the 2013-2014 school year; while according to regulations, the two types of fees mentioned above must be collected monthly.

On the morning of September 10, we had a meeting with Mr. Tran Van Phuong - Principal of Ha Huy Tap 2 Primary School. Mr. Phuong admitted that such an incident had occurred. However, the purpose of printing the vouchers and sending them to parents was only to allow those who could afford it to pay in advance once or twice for the entire school year, and then parents would not have to go back and pay monthly, because the total amount was not much, only 900,000 VND. But anyway, this action has made parents disagree, many people understood that the school said it was voluntary but in fact it was mandatory, causing unnecessary frustration.

To correct the mistake, Mr. Tran Van Phuong decided on September 10 to stop collecting the second-session tuition and boarding management fees in advance as mentioned above. At the same time, the school also announced: The second-session tuition and boarding management fees will be collected for each school month; not paying in advance is absolutely no concern for your children. As for those who have paid, the school invites them to meet with the finance department to receive their refund.
