At the time of the upcoming School Association Congress for the 2015 - 2020 term, teacher Le Thanh An, Party cell secretary and school principal, excitedly said: Muong Qua High School was established in 2000, but it was not until 2004 that the school was able to establish a Party cell. Located in Mon Son commune, the lives of ethnic minorities are still difficult; the quality of incoming students is low, with up to 90% being ethnic minority students. With the attention and support of Party committees at all levels, local authorities and the Department of Education and Training, along with the motto of overcoming difficulties, competing to teach well, study well, overcoming the mentality of waiting and relying, the school Party cell has led and promoted the unanimous efforts of the collective of cadres, teachers and employees, so in the 2010 - 2015 term the school has achieved many high results...

The biggest goal that the school's Party cell set in the past term was: to constantly fight against the disease of achievements in education and carry out the movement "Building a friendly school, active students". To achieve that goal, the school's Party cell directed strongly to improve the teaching quality of the teaching staff, innovate teaching methods; strengthen propaganda and mobilization, raise awareness for parents and all classes of people with the aim of maintaining the number of students throughout the school year. Other activities of the school were maintained and fully organized, especially innovating administrative reform and working style, improving teaching quality, applying new scientific advances to practical work. With the encouragement of the Party cell and the Board of Directors, in the past term, the school had 3 initiatives that were ranked A and B by the Provincial and Industry Science Councils.

Continuing to promote the Campaign "Studying and following the moral example of Ho Chi Minh", the school's cadres, party members and teachers have committed to many specific and practical contents, such as assigning targets for tutoring and helping students to each teacher; party members are also assigned the additional task of tutoring individual students. Each individual voluntarily contributes a part of their income to build the Fund "For poor students overcoming difficulties". Thanks to actively implementing the campaign, the quality of teaching and learning has been increasingly improved, the rate of students dropping out of school has decreased significantly; facilities have been built synchronously and spaciously; the democratic atmosphere in the school is guaranteed; leadership and management have many innovations...

Thanks to the gradual improvement of professional qualifications, the staff and teachers always perform their assigned tasks well, the quality of teaching and learning is higher year after year. For 5 consecutive years (2009 - 2014), the school was recognized by the Department of Education and Training as an "Advanced Labor Collective"; from 2010 - 2014, the Trade Union and Youth Union were classified as strong and excellent. Regarding Party building work, the Party cell fully implemented the monthly living regime. The timely and practical policies and resolutions of the Party cell have contributed to improving the quality of work, stabilizing the situation, creating solidarity and especially contributing to overcoming the weaknesses and stagnation in the unit.

Promoting the achieved results, learning from the limitations, the Party Cell of Muong Qua High School has set out many important directions, goals and tasks for the coming term (2015 - 2020) to continuously innovate, striving to achieve the criteria of a national standard high school by 2020. The Party Cell has set out the main targets: Annually, the graduation rate of students is 80 - 90%; 4 - 5 excellent students of the province and grade 11 each year; 20 - 25 excellent students at the school level per school year; the number of students admitted to universities and colleges is 30 - 40% of the number of graduates; 30 - 32% of advanced students, 10 - 12% of poor students; the number of students dropping out of school each year is not more than 3%. No students are involved in social evils or have serious disciplinary violations; National defense and security work is ensured, maintaining the unit as "safe and secure". 100% of cadres and teachers are classified according to professional standards as meeting requirements or higher, of which good and excellent categories account for 80 - 85%; 25 - 30 cadres and teachers have master's degrees or higher.

Teachers recognized as good teachers at the provincial level are 2-3 people; cadres and teachers with innovative experiences at the sectoral (provincial) level are 2-3 people; cadres and teachers recognized as advanced workers are 90-95%; emulation fighters at the grassroots level are 5-6 people. Organize the preservation, use, maintenance, and good maintenance of existing facilities, equipment, and machinery. Strive to supplement 20-30% of student desks and chairs every year and purchase additional teaching equipment. 100% of cadres and party members are trained, raising their awareness of politics and responsibilities as party members; every year the school is recognized as an "Advanced Labor Collective", the school's Trade Union and Youth Union are classified as strong and excellent; the Party cell is clean and strong; every year, 1-2 new party members are admitted, of which 3-4 party members are admitted as students...

To achieve these basic goals, the school's Party cell has proposed 4 groups of solutions and is determined to carry them out well in the coming term. These are: carrying out political, defense and security tasks; leading political and ideological work; building strong political and social units and organizations; focusing on Party building work in the school, including building a clean and strong Party cell, developing new Party members and doing a good job of inspection and supervision.

With the results achieved in the past term and the determination to act in the coming term, the Party Cell of Muong Qua High School confidently leads the school to strive to achieve national standard school status by 2020, becoming a bright spot in education in this particularly difficult mountainous ethnic and border region.
