As the school's Party Branch Congress for the 2015-2020 term was approaching, Mr. Le Thanh An, Party Branch Secretary and Principal of the school, happily stated: Muong Qua High School was established in 2000, but the school's Party Branch was only established in 2004. Located in Mon Son commune, the lives of the ethnic minority people are still very difficult; the quality of incoming students is low, with up to 90% being ethnic minority students. Thanks to the attention and support of the local Party committees, government, and the Department of Education and Training, along with the motto of overcoming difficulties, striving for excellence in teaching and learning, and overcoming the mentality of waiting and relying on others, the school's Party Branch has led and fostered the concerted efforts of the entire staff, teachers, and employees, resulting in many high achievements during the 2010-2015 term...
The biggest goal set by the school's Party branch during the past term was to continuously combat the pursuit of superficial achievements in education and implement the "Building a friendly school, active students" movement. To achieve this goal, the Party branch directed efforts to improve the teaching quality of the teaching staff, innovate teaching methods; strengthen propaganda and mobilization, and raise awareness among parents and all levels of society to maintain student enrollment throughout the school year. Other school activities were maintained and fully implemented, especially administrative reform and work style innovation, improving teaching quality, and applying new scientific advancements to practical work. With the encouragement of the Party branch and the school's management board, during the past term, the school had 3 initiatives that were rated A and B by the Provincial and Sectoral Science Councils.
Continuing to promote the "Studying and Following the Moral Example of Ho Chi Minh" campaign, the school's cadres, Party members, and teachers have committed to many specific and practical contents, such as assigning targets for tutoring and assisting students to each teacher; Party members are also assigned the additional task of tutoring students with special needs. Each individual voluntarily contributes a portion of their income to build the "Fund for Poor Students Overcoming Difficulties". Thanks to the active implementation of the campaign, the quality of teaching and learning has improved significantly, the dropout rate has decreased considerably; the school's facilities have been built comprehensively and are spacious; a democratic atmosphere in the school is ensured; and leadership and management have undergone many innovations...
Thanks to the gradual improvement of professional skills, the staff and teachers consistently perform their assigned tasks well, with the quality of teaching and learning improving year after year. For five consecutive years (2009-2014), the school was recognized as an "Advanced Labor Collective" by the Department of Education and Training; from 2010 to 2014, the Trade Union and Youth Union were rated as strong and excellent. Regarding Party building, the Party branch fully implements monthly meetings. The timely and practical policies and resolutions of the Party branch have contributed to improving the quality of work, stabilizing the situation, creating unity, and most importantly, decisively overcoming the shortcomings and weaknesses at the unit.

Building on the achievements and learning from past shortcomings, the Party Committee of Muong Qua High School has set forth many important directions, goals, and tasks for the next term (2015-2020), aiming for continuous innovation and striving to ensure the school basically meets the criteria of a National Standard High School by 2020. The Party Committee has set the following main targets: Annual graduation rate of 80-90%; 4-5 students achieving provincial-level excellence awards in grade 11 each year; 20-25 students achieving school-level excellence awards per academic year; 30-40% of graduating students admitted to universities and colleges; 30-32% of students achieving advanced status, and 10-12% achieving poor performance; and no more than 3% of students dropping out annually. There will be no students involved in social vices or serious disciplinary violations. National defense and security work is ensured, maintaining the unit's status as "safe and secure". 100% of cadres and teachers are rated as meeting or exceeding professional standards, with 80-85% rated as good or excellent; 25-30 cadres and teachers hold a master's degree or higher.
The school aims to have 2-3 teachers recognized as excellent teachers at the provincial level; 2-3 staff and teachers with innovative teaching methods recognized at the departmental (provincial) level; 90-95% of staff and teachers recognized as advanced workers; and 5-6 outstanding workers at the grassroots level. The school will organize the maintenance, use, and upkeep of existing facilities, equipment, and machinery effectively. The goal is to annually supplement 20-30% of student desks and chairs and purchase additional teaching equipment. 100% of staff and Party members will receive training to improve their political awareness and responsibilities as Party members; the school will be recognized as an "Advanced Labor Collective" annually; the Trade Union and Youth Union will be rated as strong and excellent; the Party branch will be clean and strong; and 1-2 new Party members will be admitted annually, including 3-4 student members admitted throughout the term...
To achieve these fundamental goals, the school's Party branch has set forth four groups of solutions and is determined to implement them effectively in the coming term. These are: fulfilling political, national defense, and security tasks; leading political and ideological work; building a strong unit and political and social organizations; and focusing on Party building within the school, including building a clean and strong Party branch, developing new Party members, and doing a good job of inspection and supervision.
With the achievements made in the past term and a strong determination to act in the next term, the Party Committee of Muong Qua High School confidently leads the school's collective to strive to achieve national standard school status by 2020, becoming a shining example of education in this particularly difficult mountainous and border region.
