Collecting tens of billions of dong from tax inspectors

Every year, based on the direction of the General Department of Taxation, the Department of Taxation and the actual situation in the locality, along with the results of analyzing the level of tax risks at the units, the Inspection Department of Nghe An Tax Department develops an inspection plan focusing on industries with high risk levels and complex nature. These are real estate and mineral exploitation businesses, businesses with large losses but still expanding production and business, businesses with signs of transfer pricing, businesses with large sales but low profit-to-sales ratio and budget payments...
In 2011, according to the plan approved at the beginning of the year, the Tax Inspection Department inspected 108 enterprises. With a large workload, under the condition that the department had 24 civil servants, including having to inspect a number of units with complex nature, many results were achieved. Firstly, the number of inspected enterprises reached 100% of the plan.
The Department has decided to handle 94 units, equal to 177% compared to 2010. Most of the inspected enterprises have violated tax laws. The Tax Department has collected, refunded and imposed fines of 57.3 billion VND (collected 47.3 billion VND, fined 9.74 billion VND, refunded 0.2 billion VND), equal to 108% of 2010. The inspection results have reduced the enterprise's loss by 65.6 billion VND, equal to 533% compared to 2010, and reduced unfinished costs by 7.2 billion VND.
During the inspection, surprise inspections were increased in many units under the direction of the Director of the Tax Department. The inspection time was shortened thanks to the development of specific plans and prior information search. After the inspection, some units paid taxes at a higher rate than before, reducing old debts. Through the inspection, tax management at some branches was rectified.
The Department's leaders said that last year, Nghe An Tax Department also transferred files to the Police Department to investigate and handle 54 units with signs of violating the law.
However, there are still many difficulties in tax inspection work. Tax fraud is becoming more and more sophisticated and complicated, while the qualifications of some officials do not meet the requirements. The number of enterprises inspected each year is still limited and the number of enterprises inspected is still small.
